Revenue policy cannot be changed or deleted: a posted run used it, or the settings do not fit the framework
A revenue policy that a posted revenue run has used stays as history and is changed by adding a new policy from a later date; a set of books always keeps one policy, two cannot start on the same date, and the significant financing component is only available under Ind AS 115 and needs a rate.
Messages this explains
- “A posted revenue run has used this policy, so it stays as it is. To change the policy, add a new one from a later date.”
- “A posted revenue run has used this policy; add a new policy from a later date instead”
- “A posted revenue run has used this policy; it stays as history”
- “A set of books always keeps one revenue policy; edit it instead”
- “These books already have a revenue policy from that date”
- “The significant financing component is an Ind AS 115 requirement; turn it off for this framework”
- “Give the discount rate for the financing component”
Revenue policy cannot be changed or deleted: a posted run used it, or the settings do not fit the framework
You opened a policy on the books' Revenue policy tab and the fields are disabled, or Save policy, Add policy or Delete policy was refused.
What you see
On Revenue policy (Books > Revenue policy):
- A policy row carries the grey Locked badge, its row icon is an eye (View policy from <date>) rather than a pencil, and the form opens with every field disabled and the note "A posted revenue run has used this policy, so it stays as it is. To change the policy, add a new one from a later date." There is no Save policy button on a locked policy. If a run was posted under the policy while you had it open for editing, Save policy is refused with "A posted revenue run has used this policy; add a new policy from a later date instead".
- Delete revenue policy? is refused with "A posted revenue run has used this policy; it stays as history" for a locked policy, or "A set of books always keeps one revenue policy; edit it instead" when it is the only policy of the books. Both only happen on a page opened before the policy was locked or the other policies were deleted: the Delete policy icon is hidden on a locked policy and while there is only one row, and the dialog itself warns "The last policy of a set of books cannot be deleted."
- Add policy or Save policy with an Effective from date another policy already uses: "These books already have a revenue policy from that date".
- Significant financing component still on when the Framework is changed away from Ind AS 115: "The significant financing component is an Ind AS 115 requirement; turn it off for this framework". Under the other frameworks the switch is greyed out with the note "An Ind AS 115 requirement: not available under this framework.", so it cannot be turned off there.
- Significant financing component on with Discount rate (% a year) left blank: "Give the discount rate for the financing component".
Why it happens
The revenue policy is the CA's choice of framework and method for a set of books: it decides when sale revenue and its costs are recognised. Every revenue run is computed under the policy in force on its period end, and the journals it posts are in the books for good.
- A used policy is history. If the policy could be edited after a run had posted under it, the posted figures could no longer be explained by any policy on record. So a policy stays as it is once a Posted run has used it. Changes are made the way accounting policies change in practice: a new policy effective from a later date. Runs ending before that date keep the old policy; runs ending on or after it use the new one. A Draft run does not lock the policy, and a run that has been Reversed releases the lock again.
- One policy at least. Runs need a policy to compute under, so the last policy of the books cannot be deleted; its settings can be edited instead (unless it is locked).
- One policy per date. Two policies starting on the same day would leave the run with no way to choose, so the date must be unique within the books.
- Financing component is Ind AS only. The significant financing component (notional interest on advances paid well ahead of possession) is an Ind AS 115 requirement and has no place under the other frameworks, so the switch is refused outside Ind AS 115. When it is on, the discount rate is what the interest is computed with, so it cannot be blank.
How to fix it
Every change on this tab needs the Approve permission on Revenue Recognition; in the default roles that is the Administrator and the Finance Lead. Without it the form shows a note that only a user allowed to approve revenue can change the policy, and every field is disabled (see "No access" or "You do not have permission").
- To change a locked policy, press New policy from a date on Revenue policy. The form starts from the settings of the policy you have open (or the one in force) with today's date; set Effective from to the first day the new treatment applies (after the period end of the last posted run), change the framework, method or other settings, and press Add policy. The old policy stays as history for the runs that used it.
- To undo a policy that was posted by mistake, reverse the run that used it on the Revenue run page (Reverse, also Approve on Revenue Recognition). Once no Posted run uses the policy it unlocks and can be edited or deleted. Reverse from the latest run backwards; see Revenue run cannot be started, posted or reversed.
- To remove the only policy, edit it instead: open it and change the settings, then Save policy. The books always keep one policy.
- "These books already have a revenue policy from that date": pick another Effective from, or open the existing policy from that date and edit it (if it is not locked).
- Financing component under another framework: set Framework back to Ind AS 115, switch off Significant financing component, then choose the framework you want and save.
- Discount rate missing: with Significant financing component on, fill in Discount rate (% a year), or switch the component off.
