Payee skipped from the payout run: no active bank account on file

A NEFT, RTGS or other bank-mode payout run drafts nothing for a member or channel partner who has no active bank account, lists them under Skipped payees, and picks them up in a later run once an account is added.

Messages this explains

  • “1 payee has no active bank account on file and will be skipped for a <mode> run.”
  • “<n> payees have no active bank account on file and will be skipped for a <mode> run.”
  • “The payee has no active bank account on file”

Payee skipped from the payout run: no active bank account on file

You drafted a payout run for member benefits or commissions and one or more payees were left out. They have money due, but nothing was drafted for them because there is no active bank account to pay into.

What you see

On Payout runs, in the New payout run dialog: an amber warning "<n> payees have no active bank account on file and will be skipped for a <mode> run." (or "1 payee has no active bank account on file and will be skipped for a <mode> run.") appears above the preview when the Mode is anything other than Cash or Cheque and at least one payee shows "none on file" in the Bank account column. The payee count, the Total and the Draft <n> payouts button still include them; the warning tells you who will be dropped when you draft the run.

On the Payout run page after drafting: the payee is listed in the Skipped payees card with the reason "The payee has no active bank account on file". The Totals card counts them under Skipped payees, and the Payout runs list shows "<n> skipped" under the Payouts count.

Why it happens

A payout run drafts one payout per payee and, for a bank mode, puts the payee's bank details on it so that the bank file (Bank file (CSV)) can be exported and paid without a second step. The account it uses is the payee's primary active bank account, or any active account when no primary is marked. With no active account there is nothing to pay into, so instead of drafting a payout that could never clear, the run records the payee as skipped and carries on with the others. The amounts due are untouched: the benefit or commission stays payable and is picked up by the next run that covers it.

Two run modes are exempt because they need no account: Cash and Cheque runs draft a payout for every payee. Refund runs are not affected either; they gather refund payouts already recorded by the cancellation wizard rather than drafting new ones, so a Refunds run takes every refund even though the dialog may still show the warning for a refund payee with no account on file.

The check is per payee, so one member without an account never holds up the rest of the run.

How to fix it

  1. Add the payee's bank account on Bank accounts: New bank account, with Owner set to Society member (for member benefits) or to the channel partner's Company or Person (for commissions), and Active ticked. Tick Primary account if the payee has more than one account, so the run picks the right one. For a member you can also add the account from the bank accounts card on the member's own page (see Allottee), where the owner is filled in for you. You need the Create permission on Bank Accounts; in the default roles that is the Administrator, the Finance Lead and the Accountant. If the payee already has an account that was deactivated, open it and tick Active again instead (the Edit permission on Bank Accounts).
  2. Draft a new run from Payout runs with New payout run (the Create permission on Payments). The skipped payee now appears in the preview with their bank account, and the warning is gone. The earlier run is unchanged; it only ever held the payees it drafted.
  3. If the payee will be paid by hand, draft a Cheque or Cash run instead. No bank account is needed, and the payout is recorded with that mode.
