Revenue run leaves a project out: "the cost method needs a cost budget"
Under the cost-incurred method, and for the Guidance Note cost threshold, a project needs a cost budget in force on the period end; without one the run leaves its bookings out and the reports flag the project.
Messages this explains
- “<project>: the cost method needs a cost budget (Project > Settings > Budget cost)”
- “Budget is nil”
- “No budget”
- “No cost budget”
- “No budget yet: cost of sales uses the cost inventoried to date.”
- “Guidance Note: a cost budget is needed to test the cost-incurred threshold”
- “A budget for the same scope already starts on that date; edit it instead”
- “Runs already posted keep their figures; the next run uses the budget in force, or the cost to date when none is left.”
Revenue run leaves a project out: "the cost method needs a cost budget"
A revenue run left a project's bookings out, or the Project performance report flags the project, because the project has no cost budget the run can measure progress against.
What you see
- On a Revenue run, the Left out card lists "<project>: the cost method needs a cost budget (Project > Settings > Budget cost)". The same line repeats once per booking or member offer of that project, because each subject is left out on its own.
- In the run's Bookings and member offers table, a line's Progress note reads "Budget is nil" when a budget is in force but adds up to zero: its construction cost is zero and its land figure is zero or not counted by the policy (progress stays at 0%).
- Under the AS (Guidance Note 2012) framework with an over-time method, a line's note reads "Guidance Note: a cost budget is needed to test the cost-incurred threshold", and no revenue is recognised on that project until the thresholds are met.
- On Project performance: "No budget" in the Budget cost column, "—" under Cost to complete, the amber No budget cost badge under Flags, and the Guidance Note note above as a flag.
- On the project's Budget Cost tab with no rows: "No budget yet: cost of sales uses the cost inventoried to date."
- When adding a budget that clashes with an existing row: "A budget for the same scope already starts on that date; edit it instead".
- The Delete budget? dialog says "Runs already posted keep their figures; the next run uses the budget in force, or the cost to date when none is left."
Why it happens
The books' revenue policy (or the project's override) decides how progress is measured. Under Over time (cost incurred), progress is the cost incurred to the period end divided by the project's estimated total cost, and that estimate is the cost budget: construction and development cost, plus land, development rights and rehab cost when the policy's Count land and development rights in the cost measure is on. With no budget there is no denominator, so the run skips the project's bookings rather than guess. A budget that adds up to zero gives "Budget is nil" and 0% for the same reason.
The AS (Guidance Note 2012) framework adds a gate before any revenue: cost incurred must reach the policy's Cost incurred at least (%) of the construction budget. That test, and the Project performance report, use the project-wide budget only; a tower budget applies to a tower's units only when the policy measures Progress measured per Tower.
Cost of sales is different: it shares the project's cost across the saleable units, and when no budget exists it uses the cost inventoried to date, trued up each run. So a missing budget stops the cost method's progress, not cost of sales. Budgets are effective-dated; a run reads the newest row on or before its period end, which is why one scope can't have two rows starting on the same date.
How to fix it
- Open Projects > the project > the Budget Cost card on the Settings tab. Seeing it needs the View permission on Revenue Recognition (and View on Projects for the project page).
- Press Add budget (the Edit permission on Revenue Recognition; in the default roles the Administrator and the Finance Lead). Leave Scope as "Whole project" unless the policy measures progress per tower and you want a tower's own figure. Set Effective from on or before the run's period end, a Construction & development cost above zero (excluding land; this is what progress is measured against), Land, development rights & rehab if any, and Save. The toast reads "Budget of ₹<total> from <date> saved."
- If you get "A budget for the same scope already starts on that date; edit it instead", press Edit budget on that row and change the figures there.
- Back on the Revenue run, press Recompute (Create on Revenue Recognition) so the draft picks the budget up; the Left out lines disappear and the Progress column shows "cost incurred <amount> of <budget>" (plain figures, without the ₹ sign or grouping). Then Post run (Approve on Revenue Recognition).
- The Project performance figures follow the posted runs and the budget in force on the report's To date; reload it after posting.
- Revise the estimate later with a new row from a later date rather than editing the old one: runs already posted keep their figures, and the next run uses the row in force.
