Budget Cost
The project's (or a tower's) estimated total cost, effective-dated, that cost of sales shares across the saleable units and the cost method of over-time revenue recognition measures progress against.
Cost Budget
This tab holds the estimated total cost of the project, split into construction and development cost on one side and land, development rights and rehab cost on the other. The accounts use it in two ways: cost of sales shares it across the saleable units when a booking's revenue is recognised, and under the cost method of over-time recognition the construction cost is what progress is measured against. Revise it with a new row from a date as the cost to complete changes.
Where to find it
Open the project and choose the Settings tab; the Budget cost card sits below the project settings (until 2026-10-08 it was its own Cost Budget tab). The project page needs the View permission on Projects; the card shows with any permission on Revenue Recognition. In the default roles every role has it except the Sales Executive, Site Engineer, Front Desk and Legal & Documentation. Without the View permission on Revenue Recognition the card reads "No access" and "You do not have permission to view budget costs. Ask your administrator."
A revenue run's Left out card points here with "(Project > Cost Budget)" when the cost method has no budget to work with.
Before you start
- The project's towers, if you want a budget per tower (Structure).
- The Revenue policy of the promoter's books decides how the budget is used: Progress measured per (tower budgets apply only when progress is per tower), Cost of sales shared by, and Count land and development rights in the cost measure.
What you see
The Budget cost card reads "The estimated total cost of the project: construction and development cost, and land, development rights and rehab cost. Cost of sales shares it across the saleable units, and the cost method of over-time recognition measures progress against it. Revise it with a new row from a date as the cost to complete changes. Without a budget the cost inventoried to date is used, trued up each run."
With no rows it reads "No budget yet: cost of sales uses the cost inventoried to date." Otherwise a table, whole-project rows first and then each tower's, newest date first within each:
| Column | What it shows |
|---|---|
| Scope | Whole project or Tower <name>. |
| Effective from | The date the row applies from, with In force (green) on the newest row dated on or before today within its scope, and Upcoming (blue) on rows dated after today. |
| Construction | Construction and development cost, in ₹. |
| Land & rights | Land, development rights and rehab cost, in ₹. |
| Total | The two added together. |
| Notes | The reason for the row, for example a cost-to-complete revision. |
| (actions) | A pencil (tooltip "Edit budget") and a trash icon ("Delete budget"), shown with the Edit permission on Revenue Recognition. |
The budget dialog
New cost budget or Edit cost budget:
- Scope: Whole project (the default) or one of the project's towers ("Tower <name>"). "A tower budget applies to that tower's units when progress is measured per tower."
- Effective from (required): today by default.
- Construction & development cost (required, ₹0 or more, two decimals): "Excluding land: what progress is measured against."
- Land, development rights & rehab (₹0 or more; 0 by default).
- Notes (placeholder "e.g. cost-to-complete revision, Q2"; up to 255 characters).
- Cancel and Save.
What you can do
Add budget
Opens the New cost budget dialog.
- Who: anyone with the Edit permission on Revenue Recognition. In the default roles that is the Administrator and the Finance Lead. Without it the button and the row icons aren't shown.
Save
Stores the new or edited row. The message reads "Budget of ₹<total> from <date> saved."
- Who: anyone with the Edit permission on Revenue Recognition.
- Greyed out: while Effective from or Construction & development cost is blank. No reason is shown on hover.
- Refused with a message in the dialog when a row for the same scope already starts on that date ("A budget for the same scope already starts on that date; edit it instead") or the tower is not this project's ("That tower does not belong to this project.").
- What happens next: nothing is posted. The next revenue run with a period end on or after the date uses the row; a Draft run already prepared picks it up when it is recomputed or posted.
Edit budget
The pencil icon opens the row in the Edit cost budget dialog. Save with Save.
- Who: anyone with the Edit permission on Revenue Recognition.
Delete budget
The trash icon asks "Delete budget?" with "Runs already posted keep their figures; the next run uses the budget in force, or the cost to date when none is left." Confirm with Delete; the message reads "Budget deleted."
- Who: anyone with the Edit permission on Revenue Recognition.
- What happens next: posted runs are untouched. The next run reads the row now in force for that scope, and falls back to the cost inventoried to date when the scope has no row left.
Statuses
Budgets have no stored status. In force marks the row a run dated today would use for its scope; Upcoming marks a row that takes over on a later date.
Things to know
- A run reads the row in force on its period end, per scope: the newest row dated on or before the period end. Revising the budget from a date therefore changes only the runs that close on or after it, and every run is a catch-up, so a revision flows into cost of sales at the next close without a manual journal.
- Without a budget the cost inventoried to date stands in, trued up each run. That keeps cost of sales going before the CA has settled the estimate, but the share of a unit then rises with every cost voucher. Under Over time (cost incurred) there is no fallback: the run leaves the project's bookings out with "<project>: the cost method needs a cost budget (Project > Settings > Budget cost)".
- Construction cost is the progress measure. Under the cost method progress is construction cost incurred against the construction budget; land counts only when the policy's Count land and development rights in the cost measure is on. The Guidance Note cost threshold also tests against the construction budget.
- Tower budgets apply only when progress is per tower. With the policy's Progress measured per at Project, or for a tower without its own row, the whole-project budget is used. The Guidance Note threshold and the Project performance report read the whole-project budget only.
- Cost is shared across saleable units by area (on the project's area basis) or by sale value, as the policy says; units not designated Saleable (PAP and common units) carry no cost share.
- Cost incurred comes from the ledgers, not from here: expense ledgers with an Inventory role under Ledgers, posted with the project's cost centre (see Cost centres) or the project on the voucher. The budget is only the denominator.
- Amounts are kept to two decimals; whatever precision you type is rounded when saved.
- This tab is visible widely. Most default roles (all but the Sales Executive, Site Engineer, Front Desk and Legal & Documentation) hold the View permission on Revenue Recognition, so sales and project staff see the budget; only the Edit permission changes it.
- Budget changes are in the project's history. The tab has no button of its own, but the History button in the project header (above the tabs) opens the project's timeline, where budget rows appear under the Organization-wide chip; they are also in Settings > Audit log.
- Your organization can rename the tab label, so your screen may use a different word.

- Cost of sales, cost budgets and inventory transferConcept
Each revenue run moves the period's construction, rehab and borrowing cost from the expense ledgers into work-in-progress and land inventory, then charges every booking a share of the project's cost (its budget, else the cost inventoried so far) in step with its revenue progress, so revenue and its cost land in the same period.
- Revenue recognition: policy, point in time vs over time, and revenue runsConcept
Each set of books carries an effective-dated revenue policy (framework, method, possession trigger, cost and brokerage treatments, judgement areas) chosen by the CA; a revenue run is the period close that computes every booking's and member offer's progress under it, recognises the catch-up revenue, cost of sales and brokerage, and posts the journals.
- Unit areas and the chargeable areas: Carpet area (Mofa), RERA Carpet Area, Super Built-up AreaConcept
Every unit carries up to three areas; two settings say which one money is worked out on: the chargeable area for buyers (what a Per Sqft price multiplies on a buyer's estimate) and the chargeable area for members and tenants (what a member's offer and an allottee's purchase are measured in).
- Set a project's cost budgetHow-to
Give the project a cost centre in the promoter's books, then enter its estimated construction and land cost on the Budget cost card on the Settings tab, from a date, so cost of sales and cost-based progress have a budget to work from; revise it with a new dated row.
- Revenue run leaves a project out: "the cost method needs a cost budget"Troubleshooting
Under the cost-incurred method, and for the Guidance Note cost threshold, a project needs a cost budget in force on the period end; without one the run leaves its bookings out and the reports flag the project.
