New offer refused: the allottee already has a live offer, or the project takes no member offers

Each allottee gets one live offer per project, so a second one is refused until the first is cancelled; society members exist only on redevelopment projects with a linked society, while landowners and PAP tenants can be recorded and offered units on any project.

Messages this explains

  • “This member already has a termsheet on the project.”
  • “This allottee already has an offer on that project”
  • “Tenant termsheets exist only on redevelopment projects.”
  • “Only redevelopment projects have a society and its members. Landowners (joint development) and PAP tenants can still be recorded here and allotted units through offers.”
  • “No society is linked yet, so member offers cannot be drafted; offers to landowners and PAP tenants recorded on the project still can.”
  • “Pick the member this offer is for”

New offer refused: the allottee already has a live offer, or the project takes no member offers

You tried to draft an offer (term sheet) for a society member, landowner or PAP tenant and the app refused, greyed out New offer, or told you the project cannot take member offers.

What you see

In the offer drawer, opened with New offer on the Society & Tenants tab or on the Allottee page:

  • Draft offer stops with "Pick the member this offer is for" under the allottee field when none is chosen.
  • Draft offer fails with "This member already has a termsheet on the project." on the allottee field when that person already has an offer on this project that is not Cancelled. The same wording is used for landowners and PAP tenants, and it is also what you see when you Reopen as draft a cancelled offer while a newer live one exists.
  • "Tenant termsheets exist only on redevelopment projects." when a society member is offered a unit on a project that is not Redevelopment.

On the Allottee page, New offer is greyed out with "This allottee already has an offer on that project" for the project chosen next to it.

On the Society & Tenants tab of a New Development project, the top of the page reads "Only redevelopment projects have a society and its members. Landowners (joint development) and PAP tenants can still be recorded here and allotted units through offers." There is no society card and no members card.

On step 7, Offers, of the Project setup wizard for a redevelopment project without a society: "No society is linked yet, so member offers cannot be drafted; offers to landowners and PAP tenants recorded on the project still can."

Why it happens

An offer is the single record of what an allottee gets on a project: the area offered against what they hold, the units allotted and the money on both sides. A second live offer would allot units and promise benefits twice for the same person, so the app allows one offer per allottee per project; only a Cancelled offer steps aside. Corrections are made by reopening the existing offer as a draft, or by cancelling it and drafting afresh.

Society members come from the society a redevelopment project is built for, so a project has members only when it is of type Redevelopment and a society is linked to it. Landowners (joint development) and PAP tenants are recorded on the project itself, whatever its type, and get their units through offers the same way.

How to fix it

  1. Find the existing offer. On the allottee's page, the Offers card lists one row per project; on the project's Society & Tenants tab, the Offers (term sheets) card lists them all with a status filter. Open it with the pencil or eye icon.
  2. Change it instead of adding one. A Draft offer can be edited directly (the Edit permission on Termsheets; in the default roles the Administrator, the Rehab Officer and Legal & Documentation). An Issued or Accepted offer goes back to draft with Reopen as draft, then Save changes and Issue to member again.
  3. Or cancel it and start over. On an issued, accepted or signed offer press Cancel offer in the drawer (or the cross icon on the allottee's page) and confirm with Cancel offer (the Edit permission on Termsheets). A Draft offer is not cancelled but deleted: press Delete in the drawer (the Delete permission on Termsheets; the Administrator and the Rehab Officer). Either way the units come free and New offer is available again. Cancellation is refused while a demand or money sits on the offer or a purchase is under way; see Offer cannot be cancelled, reopened, edited or deleted.
  4. To revive a cancelled offer, open it and press Reopen as draft; this works only while no newer live offer exists for the same person on the project, otherwise work on that newer offer.
  5. Pick the allottee in the drawer's allottee field before Draft offer; on the allottee's own page the field is filled for you.
  6. For a redevelopment project without a society, link one first: pick it in the Link the society card on the Society & Tenants tab (or step 5, Society, of the setup wizard), then add or import the members. Linking needs the Edit permission on Projects. Landowners and PAP tenants can be added under Landowners & PAP tenants and offered units right away.
  7. For a New Development project, there are no members to offer to. Record the landowner or PAP tenant with Add landowner / Add PAP tenant (the Create permission on Tenants) and draft their offer with New offer (the Create permission on Termsheets).

  • Offer cannot be cancelled, reopened, edited or deleted: money, demands, purchases or its status stand in the wayTroubleshooting

An offer with money recorded against it is in the books and is not cancelled from the offer; a live demand must be cancelled first; an allottee's purchase that has an estimate out or a booking must be cancelled before its unit comes off the offer; and each action is allowed only from the statuses it moves from, so a non-draft offer is reopened before it is edited.
