Offer cannot be cancelled, reopened, edited or deleted: money, demands, purchases or its status stand in the way

An offer with money recorded against it is in the books and is not cancelled from the offer; a live demand must be cancelled first; an allottee's purchase that has an estimate out or a booking must be cancelled before its unit comes off the offer; and each action is allowed only from the statuses it moves from, so a non-draft offer is reopened before it is edited.

Messages this explains

  • “Money has been recorded against this termsheet; cancellation with refund is handled by the accounts module”
  • “Money has been recorded against this termsheet”
  • “A demand has been raised on this offer; cancel the demand first”
  • “Demands were raised on this offer; it can only be cancelled”
  • “Unit <u> is being bought by the allottee (estimate out or booked); cancel that first”

  • “Only Draft or Cancelled termsheets can be deleted (this one is <status>)”
  • “Save your changes first”
  • “Reopen the offer as a draft to change the split”
  • “Save the offer's other changes first”
  • “This booking is already cancelled.”
  • “Already cancelled”

Offer cannot be cancelled, reopened, edited or deleted: money, demands, purchases or its status stand in the way

You tried to cancel, reopen, issue, sign, edit or delete an allottee's offer (term sheet) and the app refused, or the button stayed greyed out.

What you see

In the offer drawer on Society & Tenants and on the Allottee page:

  • Cancel offer fails with "Money has been recorded against this termsheet; cancellation with refund is handled by the accounts module" when a benefit or charge row was paid, partly paid, waived or accrued by a payout run, and with "A demand has been raised on this offer; cancel the demand first" when a demand that is not Cancelled exists on it. "This booking is already cancelled." means someone cancelled it after your page loaded (the wording is shared with bookings).
  • Reopen as draft fails with "A demand has been raised on this offer; cancel the demand first" too, and on a Cancelled offer with "This member already has a termsheet on the project." when a newer live offer exists (the server's own wording is "The allottee already has a newer offer on this project; reopen that one instead").
  • Delete fails with "Money has been recorded against this termsheet", with "Demands were raised on this offer; it can only be cancelled" (cancelled demands count too), or with "Only Draft or Cancelled termsheets can be deleted (this one is <status>)".
  • Save changes after removing a unit with its Release unit icon, Cancel offer and Delete fail with "Unit <u> is being bought by the allottee (estimate out or booked); cancel that first" when the allottee's purchase of that unit has an estimate that went out or a booking.
  • Issue to member, Mark accepted, Mark signed and Reopen as draft fail with "Cannot issue a <status> termsheet", "Cannot accept a <status> termsheet", "Cannot sign a <status> termsheet" or "Cannot reopen a <status> termsheet" when the offer is no longer in the status the action starts from, usually because it changed elsewhere.
  • Issue to member is greyed out with "Save your changes first" while the form has unsaved edits or a benefit plan was just applied.
  • Editing a non-draft is refused with "A <status> termsheet cannot be edited; reopen it first"; the drawer says so up front: "This offer is cancelled; reopen it to edit." or "A <status> offer is read-only. Reopen it as a draft to change the terms."
  • In Entitlement split & purchases, Save split is greyed out with "Reopen the offer as a draft to change the split" on a non-draft and "Save the offer's other changes first" while the form is dirty.

On the Allottee page's Offers card, the cross icon reads "Already cancelled" on a Cancelled offer and "A draft is deleted, not cancelled" on a Draft; the bin icon reads "Only a draft or cancelled offer can be deleted; cancel it instead" on any other status.

On a booking's Termsheet & schedule tab, Issue, Mark accepted, Mark signed and Reopen give the same "Cannot … a <status> termsheet" messages.

Why it happens

An offer moves Draft > Issued > Accepted > Signed, and may be cancelled once it is issued (a Draft is deleted instead). Each action is allowed only from the status it starts from, so a stale page or a colleague's click shows the "Cannot … a <status> termsheet" refusal. The terms are fixed once issued; to change them you reopen the offer as a draft (from Issued or Accepted; a Signed offer is not reopened), which is why editing a non-draft is refused rather than silently rewriting an offer the member has seen.

Money and demands tie the offer to the books. A demand issued on a charge row posted a sales voucher on the member's ledger, and a payout run that accrued a benefit posted a payable to the member; cancelling or reopening the offer underneath them would leave those postings pointing at nothing. A live demand must therefore be cancelled first (with its credit note), and an offer with paid, waived or accrued rows is not cancelled from this screen at all: its cancellation with refund is an accounting exercise. Deleting is stricter still, because it removes the record: only a Draft or Cancelled offer with no money and no demand, cancelled or not, can go.

An allottee buys their allotted unit through an opportunity, estimate and booking. Once the estimate is out or the unit is booked, the unit is promised under that purchase; taking it off the offer would pull the ground from under the sale, so the estimate or booking is cancelled first. A purchase still at lead or draft-estimate stage is closed as lost for you.

Only one live offer per allottee per project exists, so a cancelled offer cannot be revived while a newer one is live.

How to fix it

  1. Reload the page when the message says the offer is already cancelled or in another status than you expected; the action was done elsewhere.
  2. Save first, then issue. Press Save changes (or Draft offer), then Issue to member. Editing an offer needs the Edit permission on Termsheets; in the default roles that is the Administrator, the Rehab Officer and Legal & Documentation.
  3. To edit an issued or accepted offer, press Reopen as draft, make the change (including the split under Entitlement split & purchases, saved with Save split), Save changes, then Issue to member again. A Signed offer stays as it is; cancel it and draft a new one if the terms must change.
  4. Cancel the demand first. Open it from Demands on this offer (or the Demand page), press Cancel demand and confirm (the Edit permission on Demands). If money was received against it, see Demand or commission cannot be cancelled. Then Cancel offer or Reopen as draft.
  5. Cancel the purchase first. Open the allottee's purchase (the opportunity linked for that unit under Entitlement split & purchases), open its estimate and press Cancel estimate on the Estimate page (the Edit permission on Estimates), or cancel the booking with Cancel booking. Then release the unit, cancel or delete the offer.
  6. For an offer with money on it, leave the offer standing. Paid benefits and charges are in the books; agree with your accountant how the refund or write-back is posted, and record it there. The offer can still be reopened as a draft when no live demand exists, but its paid rows stay.
  7. To delete, cancel the offer first when it is issued or later (the Edit permission on Termsheets), then Delete (the Delete permission on Termsheets; the Administrator and the Rehab Officer). An offer that ever had a demand cannot be deleted: keep it as Cancelled.
  8. To revive a cancelled offer while a newer one exists, work on the newer offer instead, or cancel that one first.
