Raise demand finds nothing to bill, or refuses the rows picked

A demand bills open schedule rows: a row that is paid, cancelled, waived, empty or already on a live demand cannot be billed again, a booking needs its termsheet, a member offer must be issued before it is billed, and a demand without TDS has no Form 16B to record.

Messages this explains

  • “No open installments: every one is paid, cancelled or already on a live demand.”
  • “No open charge rows: every charge is paid, cancelled or already on a live demand.”
  • “No open schedule rows: every row is paid, cancelled or already on a live demand.”
  • “Pick at least one schedule row”
  • “Schedule row <n> of <component> is already on a demand”
  • “Schedule row <n> of <component> is <Cancelled / Waived>”
  • “Schedule row <n> of <component> has no amount”
  • “A schedule row is listed twice.”
  • “The booking has no termsheet / schedule”
  • “A <status> offer cannot be billed; issue it first”
  • “This termsheet belongs to a booking; change it through the booking.”
  • “This termsheet belongs to a booking; raise the demand on the booking”
  • “No TDS applies to this demand, so there is no certificate to record”

Raise demand finds nothing to bill, or refuses the rows picked

You opened Raise demand and the list of installments or rows was empty, or the draft was refused for the rows you ticked. A demand is a bill for specific schedule rows, and each row can be billed once, while it is open.

What you see

In the Raise demand slide-over, opened from the booking's Demands & money tab or from the Demands on this offer section of an offer (on Society & Tenants and the Allottee page):

  • "No open installments: every one is paid, cancelled or already on a live demand." (booking) or "No open charge rows: every charge is paid, cancelled or already on a live demand." (offer) where the table of things to bill would be. "No open schedule rows: every row is paid, cancelled or already on a live demand." is the same message on other termsheets.
  • "Pick at least one schedule row" under the table when you press Draft demand with nothing ticked.
  • On Draft demand, or on Save changes in Edit draft demand on the Demand page, the banner says which row the server refused: "Schedule row <n> of <component> is already on a demand", "Schedule row <n> of <component> is Cancelled" (or "… is Waived"), "Schedule row <n> of <component> has no amount", or "A schedule row is listed twice.".
  • "The booking has no termsheet / schedule" when the booking somehow has no termsheet (it is created with the booking, so this is rare).
  • "A <status> offer cannot be billed; issue it first" when the member offer is still Draft (or is Cancelled).
  • "This termsheet belongs to a booking; change it through the booking." when a booking's termsheet is billed as if it were an offer. The screens always bill a booking from the booking, so you meet this only from a stale page or through the AI assistant, which relays the server's own text "This termsheet belongs to a booking; raise the demand on the booking".
  • "No TDS applies to this demand, so there is no certificate to record" when a Form 16B is recorded on a demand that carries no TDS. The Record Form 16B button on the demand's Amounts card appears only when TDS applies, so you meet this only when the certificate is recorded another way, such as through the AI assistant.

Why it happens

Every charge on a termsheet is scheduled as rows (one per installment, or one per cadence payment on an offer). Raising a demand puts rows on a bill; issuing it posts the sales voucher and opens the buyer's or member's bill for exactly those rows. If a row could sit on two live demands the same money would be billed twice, so a row already on a Draft, Issued, Partially Paid or Paid demand is not offered again; only rows on Cancelled demands come back. Paid rows have nothing left to bill, Cancelled and Waived rows were taken out of the contract, and a zero row would make an empty bill. The dialog therefore lists only open rows, and the empty message tells you every row is spoken for.

An offer is billed only once the member has it: Issued, Accepted or Signed. A Draft offer is still being negotiated, and a booking's schedule is billed from the booking, where the buyer, the books and the TDS rule are known.

TDS under section 194-IA is worked out on each demand when the consideration reaches the threshold; a demand with no TDS has nothing for the buyer to deposit, so there is no Form 16B.

How to fix it

  1. Everything already billed: there is nothing to raise. Check the existing demands on Demands or the booking's Demands & money tab (the View permission on Demands). To re-bill an installment differently, cancel the demand it sits on (Cancel demand, the Edit permission on Demands; see Demand or commission cannot be cancelled) and raise it again.
  2. Row refused: press Cancel in the slide-over, reopen it so the list is refreshed, and tick the rows again; a colleague may have drafted a demand on them meanwhile. Rows marked "<n> of its charges already billed" are partly on another demand.
  3. Offer still Draft: on the offer drawer press Issue to member first (the Edit permission on Termsheets; in the default roles the Administrator, the Rehab Officer and Legal & Documentation), then Raise demand.
  4. Booking's termsheet: raise the demand from the booking's Demands & money tab (the Create permission on Demands; in the default roles the Administrator, the Finance Lead and the Accountant).
  5. Rows cancelled or waived by mistake: those rows are not restored by a demand. Use Regenerate schedule on the booking's Termsheet & schedule tab to rebuild the open remainder (the Edit permission on Bookings).
  6. Form 16B: nothing to record; the buyer owes the full amount. Check the demand's Amounts card: the TDS line and the Record Form 16B button appear only when TDS applies.

  • Demand or commission cannot be cancelled, edited or approved: payments are against it, or its status forbidsTroubleshooting

A demand with receipts, or a commission with payouts, cannot be cancelled until that money is bounced, cancelled or reallocated; and once issued or approved, the document's figures are fixed, so only a Draft demand or an Accrued commission can be edited or deleted.

  • Booking is cancelled or its schedule rows are no longer Pending: the change is refusedTroubleshooting

A cancelled booking accepts no edits, demands, receipts, commissions or reschedules, and on a live booking only Pending schedule rows can be re-dated; paid, partly paid, waived and cancelled rows stay as they are, and the payment plan of a booked estimate is changed by regenerating the termsheet, never by cancelling the plan.
