"Not ready to sell and collect": the project's readiness card still has blockers
A booking, or an allottee's purchases, cannot go ahead while the project lacks a promoter entity, the promoter's books, its collection, RERA separate and operative bank accounts with ledgers in those books, or (when the organization requires it) the RERA registration; the Ready to sell and collect? card lists what is missing and where to fix it.

"Not ready to sell and collect": the project's readiness card still has blockers
The booking wizard refuses to book, an allottee's purchases will not start, or the project's Ready to sell and collect? card shows a red N to fix badge, because the project cannot yet take money: it has no promoter entity, no books, no collection, RERA separate or operative bank account, a bank account without its ledger, or no RERA registration.
What you see
On the Project overview (and in a compact form on step 3 of the setup wizard), the Ready to sell and collect? card lists the blockers in red:
- "No promoter entity: choose the company developing the project"
- "<Promoter> keeps no books yet; set them up under Accounting > Books"
- "<Promoter> has no collection bank account for this project"
- "<Promoter> has no RERA separate bank account for this project"
- "<Promoter> has no operative bank account for this project"
- "The books have no ledger for the collection bank account <bank> ····<last 4>; sync bank ledgers" (or the same for "the RERA separate bank account", "the operative bank account" or "the GST bank account"), with a Sync bank ledgers button beside the first such line
- "RERA registration is not recorded; no estimate or booking can be made until they are" (only when your organization requires RERA before selling)
and, in amber, the warning that blocks nothing: "While not required, <Promoter> can also have a GST bank account for this project; without one a buyer's GST is banked into the operative account or goes into the collection account with the rest and is swept".
The card's account lines read Collection account, RERA separate account, Operative account and GST account (optional), each "<bank> ····<last 4>" with its ledger code or "no ledger" in amber. The RERA accounts statement shows the same gap as "No bank ledger in these books yet; the project's accounts get theirs when they are saved."
In the booking wizard: a red alert "<project> is not ready to sell and collect, so nothing can be booked on it yet." listing the same blockers with fix links (Choose the promoter, Set up the books, Add the collection account, Add the RERA separate account, Add the operative account, Record the RERA registration, Add the GST account, or Sync the bank ledgers), ending "Demands and receipts post to the promoter's books through these bank accounts; without them the money has nowhere to go." Continue and Book are greyed out with the same reasons on hover. If the wizard could not load the list (it needs the View permission on Projects) the server still refuses Book with "<project> is not ready to sell and collect: <blockers>. Open the project and finish the "Ready to sell and collect?" card."
On an allottee's offer (Society & Tenants or the allottee's page), the Purchases cannot start yet box lists the same project blockers under the offer's own, ending "Nothing is sold to an allottee before the project could sell to any buyer." with the link Open the project's "Ready to sell and collect?" card.
Around the fixes:
- Sync bank ledgers answers "Bank ledgers created: <codes>." or "Every bank account already has its ledger.", is greyed out with "Creating the ledgers needs permission to edit projects", and refuses with "Choose the promoter entity first." or "The promoter keeps no books yet; set them up under Accounting > Books."
- New project and Edit project insist on a promoter: "Choose the promoter entity" under the field, or, if you save without one, "Choose the promoter entity: the company developing the project keeps the books and bank accounts."
- Step 3 of the wizard, Promoter & bank accounts: "The project has no promoter entity yet. Choose it under Basics first: its books and bank accounts carry the money.", or "<Promoter> keeps no books yet. Set up its books so demands, receipts and payouts can be posted." (Set up its books is a link when you can create books; otherwise it reads "Ask an administrator to set up its books").
- The bank account panel refuses a collection, RERA separate, operative or GST purpose on a person's or member's account with "Not available on an allottee's account." or "Not available on an contact's account." under Purpose.
Why it happens
Selling a unit starts a flow of money: demands are raised, receipts arrive in the project's collection account, the bank sweeps them daily (the escrow share to the RERA separate account, the rest to the operative account), GST is collected, benefits and commissions are paid out. NirmaanOne posts all of it automatically, and it can only do so when the project says whose money it is and where it goes. The card checks, in order:
- A promoter entity. The company developing the project. Its books carry every posting and its bank accounts receive the money. A project cannot be created without one.
- That company's books. One set per legal entity, set up under Accounting > Books (see "No books yet"). Until they exist there is nothing to post into.
- A collection account, a RERA separate account and an operative account owned by the promoter, active, and pinned to this project or shared by the promoter (an account pinned to the project is used first, then the promoter's shared one). Under RERA every buyer payment enters the collection account; the bank sweeps it daily, the escrow share (70% today, from the organization's escrow rule or the project's own RERA escrow share) to the RERA separate account, which is drawn only for land and construction cost against certificates, and the rest to the operative account, the developer's working account. A GST account is optional: it is where a buyer's GST is banked apart so it never enters the sweep; without it the GST is banked into the operative account or swept with the rest, hence the amber warning. See RERA accounts and the daily sweep.
- A ledger in the books for each of those accounts. Receipts, sweeps and withdrawals are posted to the bank ledgers. An account saved after the books exist gets its ledger at once; an account saved before the books existed needs its ledger created. A sweep or withdrawal on a project whose account or ledger is missing is refused with "The project has no collection bank account; add it under the project's Promoter & bank accounts step." or "The books have no ledger for the collection account; sync bank ledgers on the project." (see Sweep cannot be posted).
- The RERA registration, when the organization's Require RERA registration before selling switch is on (see No estimate or booking allowed).
Readiness gates bookings and allottee purchases. Estimates are gated only by the RERA switch, so a project can quote while its banking is still being set up; the booking is where the money starts, so it waits.
The collection, RERA separate, operative and GST purposes describe accounts the promoter holds for a project, which is why they cannot be given to a person's or member's own account: those are where money is paid out to them, not where the project collects.
How to fix it
Work down the card; each fix clears one line and the card refreshes.
- Choose the promoter entity. On Edit project or step 1 of the wizard, pick the company under Promoter entity (search "Search promoter entities…"; Create new promoter entity registers one on the spot) and save. Needs the Edit permission on Projects (the View permission on Companies to search, the Create permission on Companies to add one). In the default roles the Administrator, the Project Manager and the Compliance Officer can edit projects. The company must be of the Promoter Entity type for books to be set up on it.
- Set up the promoter's books. Accounting > Books > Set up books for that company (the Create permission on Books: the Administrator and the Finance Lead). Follow "No books yet".
- Add the three bank accounts. On step 3 of the wizard, Promoter & bank accounts (reached by the card's Promoter & bank accounts button or the wizard's fix links), click Add account on the Collection account, RERA separate account and Operative account rows; the panel opens with the promoter as owner, the purpose set and the project pinned. Or record them under Masters > Bank accounts with Owner = the promoter company, the right Purpose (Collection account, RERA separate account, Operative account) and this Project. Needs the Create permission on Bank Accounts (the Administrator, the Finance Lead and the Accountant). Add the GST account (optional) the same way if the promoter keeps one.
- Sync the bank ledgers. Click Sync bank ledgers beside the ledger blocker on the card, Sync the bank ledgers in the booking wizard, or the button on the offer's card (the Edit permission on Projects). One click creates every missing ledger for the four accounts; you see "Bank ledgers created: <codes>." Accounts saved after the books exist, wherever you add them, get their ledger at once.
- Record the RERA registration with Record RERA if that line is listed (see No estimate or booking allowed).
- Retry. Reopen the booking wizard: the alert is gone and Book is live. On an offer, the Start purchases button is enabled once the offer's own reasons are cleared too.

- RERA registration, its validity and extensionsConcept
A project's RERA registration is a history of certificates and extension orders, each with the state authority that issued it and the dates it is valid for; the one in force today decides whether the project may sell, and an expiry is a new row, never an edit.

- Project readiness and the RERA gateConcept
A project is ready to sell and collect once it has a promoter entity with books, the collection, RERA separate and operative bank accounts with their ledgers, and, when the organization requires it, a RERA registration whose validity covers today; bookings and allottee purchases wait for all of it, estimates only for RERA.
- Promoter entityConcept
The company developing a project; every project must name one, and its books and bank accounts are where the project's demands, receipts and payouts are posted.
- Bank accounts, purposes and bank ledgersConcept
One register of every bank account you pay from or into: who owns an account, what its purpose tag means, why the collection, RERA separate, operative and GST purposes belong to the promoter, what the primary account and the IFSC are for, and how a bank ledger is created in the books.
- No estimate or booking allowed: the project's RERA registration is missing, expired or not yet validTroubleshooting
With the organization's "Require RERA registration before selling" switch on, no estimate or booking can be made on a project unless a RERA registration whose validity covers today is recorded on its RERA registration card; an expiring one only warns, and opportunities can still be logged.
- "Purchases cannot start yet": the offer, its split or the project is not readyTroubleshooting
An allottee's purchases of their allotted units open only from an issued, accepted or signed offer that allots units, records the entitled area with a split that adds up, carries no Differential Area Cost, and sits on a project that is ready to sell and collect; a purchase then stays tied to its allotted unit and the allottee as buyer.
- "No access" or "You do not have permission": your role lacks a permissionTroubleshooting
Every screen, button and picker is gated by a permission on a module; your role decides which you hold, so a missing one shows as a No access card, a refused action, a greyed-out button with a hover reason, or a picker that explains which permission it needs.
- "No books yet" or "has no books": set up books for the promoter company firstTroubleshooting
Every posting follows the project's promoter company into its set of books; until that Promoter Entity company has books, the accounting screens show an empty state and demands, receipts, commissions and cancellations cannot post.
- RERA accounts and the daily sweepConcept
Every buyer payment enters the project's collection account; the bank sweeps it daily, the escrow share (70% under RERA 2016, or the project's own share) to the RERA separate account and the rest to the operative account. NirmaanOne mirrors the sweep as a Contra voucher per receipt the moment it clears, records certified withdrawals from the separate account, warns on receipts banked elsewhere and reports where the money stands; it never moves the money itself.
- RERA accountsScreen
The RERA accounts statement for one set of books, or one project: what reached the collection account, what was swept to the separate and operative accounts and at what share, what was withdrawn from the separate account, and the movement on the four accounts' ledgers.
