"Purchases cannot start yet": the offer, its split or the project is not ready

An allottee's purchases of their allotted units open only from an issued, accepted or signed offer that allots units, records the entitled area with a split that adds up, carries no Differential Area Cost, and sits on a project that is ready to sell and collect; a purchase then stays tied to its allotted unit and the allottee as buyer.

"Purchases cannot start yet": the offer, its split or the project is not ready

Start purchases on an allottee's offer is greyed out with a red box of reasons, or a purchase that was started refuses to be edited, reopened or booked because its unit is no longer the allottee's.

What you see

On the Entitlement split & purchases card of an offer, opened from Society & Tenants or the allottee's page:

  • Start purchases is greyed out with "Purchases cannot start yet: <first blocker>", followed by "(and <n> more, listed below)" when there are several; or with "Every allotted unit already has a purchase under way", which is not a problem: there is nothing left to start (if someone else started them while your page was open, pressing the button shows "Every unit already has a purchase under way.").

  • A red box headed "Purchases cannot start yet" lists the offer's own reasons:

    • "The offer is <status>; issue it first - purchases follow the allotment the allottee was given"
    • "The offer allots no units"
    • "Record the entitled area on the offer"
    • "The entitlement split on the offer does not add up"
    • "The offer charges a Differential Area Cost; remove it - the extra area is sold through the units' estimates"

then the project's readiness reasons (promoter, books, the collection, RERA separate and operative accounts, ledgers, RERA), for example "<Promoter> has no collection bank account for this project", "<Promoter> has no RERA separate bank account for this project", "<Promoter> has no operative bank account for this project" or "The books have no ledger for the collection bank account <bank> ····<last 4>; sync bank ledgers", ending "Nothing is sold to an allottee before the project could sell to any buyer." with the link Open the project's "Ready to sell and collect?" card.

Once purchases exist:

  • The booking wizard shows "Unit <unit> is <status>, no longer allotted to this allottee." and greys out Book. Pricing the estimate or pressing Book is refused with "Unit <unit> is <status>, not Allotted", "This unit is no longer allotted to the allottee on this project" or "The allottee's offer is cancelled".
  • Pricing a purchase while the offer still carries a Differential Area Cost line: "The offer charges a Differential Area Cost; the extra area is sold through the units' own estimates and bookings instead. Remove that line from the offer first". Adding that charge to an offer whose units are already being bought: "The allotted units are being bought through their own estimates; the extra area is charged there, not as a Differential Area Cost on the offer".
  • Reopen on a lost purchase, from the opportunity: "Another purchase of this unit is already open".
  • Saving Edit opportunity on a purchase (the page has no Edit button for purchases, but can be reached by its address): "An allottee purchase keeps the allottee as buyer and has no lead source or channel partner (<fields>)".

Why it happens

A member, landowner or PAP tenant gets their new units through an offer: the entitled area is free, and whatever area of the allotted units is left over (the extra area) is sold to them. Each allotted unit is sold through its own purchase, an opportunity with the allottee as buyer, priced by the usual estimate and booked with its own agreement, even when nothing is charged. The purchase follows the offer, so it can only open when the offer is settled:

  • Issued, Accepted or Signed. A draft or cancelled offer has not given the allottee anything to buy yet.
  • Units allotted, entitled area recorded, split adding up. The extra area of each unit is its area less its share of the entitlement, so the entitlement must be there and split across the units (see Entitlement split refused); a unit without the area the project charges on also makes the split invalid (see Unit has no chargeable area).
  • No Differential Area Cost on the offer. That older charge line priced the extra area on the offer itself. Purchases replace it, and the two never run together, so an offer must drop the line before purchases start, and cannot take it back once they have.
  • The project ready to sell and collect. Money from an allottee enters the collection account and is swept like a buyer's, so the same readiness applies (see Not ready to sell and collect and No estimate or booking allowed).

Afterwards the purchase stays tied to its unit and its buyer. If the unit leaves the offer (released, or the offer cancelled), the purchase loses its footing: a purchase that had not got far is closed as Lost on release, and one that had an estimate out or a booking stops the release instead. A lost purchase can be reopened only while the unit is still allotted to the allottee and no other purchase of it is open. The buyer, lead source and channel partner are fixed because the allottee buys in their own name and no partner sourced them.

How to fix it

  1. Issue the offer. On a draft offer, Issue to member (the Edit permission on Termsheets; in the default roles the Administrator, the Rehab Officer and Legal & Documentation). A cancelled offer needs Reopen as draft, its units allotted again, and issuing.
  2. Allot units and record the entitled area on the draft: Allotted new units and Entitled Carpet Area (Mofa) (the label follows the offer's chargeable area for members and tenants), then Draft offer or Save changes. See Unit cannot be allotted if a unit is refused.
  3. Fix the split. The split can be changed only on a draft offer: Reopen as draft if it has been issued (Save split is greyed out with "Reopen the offer as a draft to change the split" otherwise). On the card, set each unit's Entitled share so the shares add up, click Save split, then issue the offer again. Record any missing unit area on the Structure tab first.
  4. Remove the Differential Area Cost line from the offer's charges (on a draft; Reopen as draft if it is Issued or Accepted, since a Signed offer cannot be reopened) and save, then re-issue.
  5. Finish the project's readiness card, following Not ready to sell and collect.
  6. Start purchases. Needs the Create permission on Opportunities and the View permission on Termsheets (in the default roles the Administrator and the Sales Manager; the Sales Executive has no access to termsheets and the Rehab Officer cannot create opportunities). One purchase opens for every allotted unit that has none yet, assigned to you; if you can also create estimates, the estimate builder opens for the first of them.
  7. For a unit "no longer allotted": the unit was released or the offer cancelled. Either put the unit back on a draft of the offer and re-issue it, then reopen the purchase, or let the purchase stay Lost and start again from the offer once it allots the right units.
  8. For "Another purchase of this unit is already open": work on that open purchase (it is listed on the card's Purchase column) instead of reopening the lost one.
  9. For the edit refusal: the buyer, lead source and channel partner of a purchase cannot change. Edit the allottee's details on their page, and the offer for anything about the units.

  • "Not ready to sell and collect": the project's readiness card still has blockersTroubleshooting

A booking, or an allottee's purchases, cannot go ahead while the project lacks a promoter entity, the promoter's books, its collection, RERA separate and operative bank accounts with ledgers in those books, or (when the organization requires it) the RERA registration; the Ready to sell and collect? card lists what is missing and where to fix it.

  • No estimate or booking allowed: the project's RERA registration is missing, expired or not yet validTroubleshooting

With the organization's "Require RERA registration before selling" switch on, no estimate or booking can be made on a project unless a RERA registration whose validity covers today is recorded on its RERA registration card; an expiring one only warns, and opportunities can still be logged.

  • Entitlement split refused: the shares do not add up, or a unit's purchase has frozen themTroubleshooting

The entitled area of an offer is split across its allotted units; each share must lie between 0 and the unit's area, the shares must add up to the entitlement (capped at the allotted area), the area charged must lie within the unit's extra area, and a unit whose estimate went out or which is booked keeps its figures until that estimate is revised or the booking cancelled.

  • Unit has no chargeable area: the area the project prices on is missingTroubleshooting

Per Sqft prices and allottee entitlements are worked out on one area basis (Carpet Area (Mofa), RERA Carpet Area or Super Built-up Area); a unit without that area cannot be priced, previewed or split until the figure is recorded on the unit.

  • Unit cannot be allotted on the offer: taken, wrong designation, or too many unitsTroubleshooting

An offer can allot only units that are Available or Reserved For Tenant, not on another offer, of the right designation for the allottee (PAP units to PAP tenants only, Common units to no one), and at most 50 of them.
