Record a change in law or policy as a dated rule

When the TDS rate or threshold, the RERA escrow share or your booking cancellation policy changes, add a new rule with the date it takes effect on Settings > Organization, so documents dated before keep the old figures and those dated after use the new ones.

Record a change in law or policy as a dated rule

Three figures that decide your money can change over a project's life: the TDS a buyer deducts under section 194-IA, the share of every collection the bank sweeps to the project's RERA separate account, and what a booking cancellation forfeits. NirmaanOne keeps each as a list of dated rules. When the law or your policy changes, you add a new rule with the date it starts, rather than editing the old one, so every demand, report and cancellation keeps the figures that applied on its own date.

Before you start

  • You need the Edit permission on Organization Settings. In the default roles only the Administrator has it; everyone with the View permission can see the rules.
  • Know the new figures and the exact date they take effect (for TDS, the date from which demands should deduct at the new rate).
  • Every organization starts with these rules, which you can check before adding a new one:
    • RERA escrow share: 70% from 1 May 2017.
    • TDS on sales (section 194-IA): 1% once the deal's consideration reaches ₹50,00,000, from 1 June 2013.
    • Booking cancellation rules: 10% of the agreed total, no GST, for every project.
  • A cancellation rule can be set for one project only (its Scope); it then overrides the organization's rule for that project. Picking a project needs the View permission on Projects.

Steps

  1. Open the account menu in the top bar, choose Settings, then the Organization tab (Organization). Scroll to the card for the rule that changed: RERA escrow share, TDS on sales (section 194-IA) or Booking cancellation rules.
  2. Find the row marked In force: the rule that applies today. Rules that start later are marked Upcoming; a row with neither badge has been replaced by a later one but still governs the dates it covered. For TDS there is one In force rule per section; for cancellation, one per scope.
  3. Click Add rule in that card. The dialog "New escrow rule", "New TDS rule" or "New cancellation rule" opens, with today's date in Effective from.
  4. Enter the new figures:
    • Escrow rule: Escrow share (%), from 0 to 100.
    • TDS rule: leave Section as 194-IA; change the Rate (%) and the Threshold (₹), which start at 1 and 50,00,000 ("Consideration excluding GST at or above which TDS applies; 0 for always.").
    • Cancellation rule: choose the Scope ("Organization (every project)" or one project); enter the Forfeiture percentage and what it is a Percent of (Agreed total (excluding GST) or Amount received); tick Charge GST on the forfeiture and set the GST rate if it applies; under Default charges, click Add for each extra charge the cancellation wizard should suggest ("Charge name", "Amount" or "or %", and GST).
  5. Set Effective from to the day the change takes effect (for TDS: "The rule applies to demands dated on or after this day.") and write where it comes from in Notes, for example "Finance Act 2026" or "Board resolution of March 2026".
  6. Click Save. You see "Escrow share N% from <date> saved.", "194-IA rule from <date> saved." or "Organization rule from <date> saved." (the project's name for a project rule). The new row is in the card, marked Upcoming until its date comes and In force from then on.

What happens next

  • TDS: demands dated on or after the new date deduct under the new rule, including those in demand runs. Demands already issued keep their figures. A draft demand drafted earlier keeps the TDS it was drafted with unless you change its demand date, which reads the rule again. The installment view of a booking's term sheet uses the rule in force on each due date. See TDS under section 194-IA.
  • Escrow share: every RERA sweep is split by the rule in force on its clearing date (the escrow share to the RERA separate account, the rest to the operative account); the warning on a receipt banked outside the collection account, the RERA accounts statement and the dashboard's RERA accounts card quote the same rule, and the readiness card on each Project overview shows the share in force today. A project with its own RERA escrow share on its Settings tab keeps that share whatever the organization's rule says.
  • Cancellation: the cancellation wizard proposes the rule in force on the cancellation date, the project's rule if it has one, otherwise the organization's. The person cancelling can still change the figures for that one booking. Cancellations already recorded keep the figures they were posted with.
  • The change is recorded in the Audit log; the Organization page has no History button.

If something goes wrong

  • "An escrow rule already starts on that date.", "A 194-IA rule already starts on <date>" or "A rule for this scope already starts on that date.": only one rule can start on a given date (per section for TDS, per scope for cancellation). Pick another date, or correct that rule with its pencil icon. See Escrow, TDS or cancellation rule refused.
  • "Please correct the highlighted fields." with nothing highlighted, in the escrow or cancellation dialog: a figure is out of range; percentages must be between 0 and 100. See Escrow, TDS or cancellation rule refused.
  • "Enter a number", "Must be at most 100" or "Use at most 2 decimal places" under a TDS field: correct the figure.
  • To stop a deduction or forfeiture altogether, don't delete the rule: the last one can't be deleted ("Keep at least one 194-IA rule; set its rate to 0 to stop deducting", "Keep at least one escrow rule; change its percentage instead.", "Keep at least one organization-level rule; set its percentage to 0 to forfeit nothing."). Add a new rule at 0% from the date instead. See Escrow, TDS or cancellation rule refused.
  • Add rule isn't there: you lack the Edit permission on Organization Settings. See No access or no permission.

Cancel a booking with the four-step cancellation wizard: see which demands are reversed, set the forfeiture and charges the rule suggests, set the refund, and confirm, which releases the unit and parking slots, marks the opportunity Lost and posts every entry in one go.

  • Effective-dated rulesConcept

Rules that change over time (the RERA escrow share, TDS on sales, booking cancellation forfeiture, the revenue policy and cost budgets) are kept as dated rows; the row in force on a date is the latest one starting on or before it, so old documents keep the figures they were made with.

  • TDS under section 194-IAConcept

When a flat's consideration reaches the threshold, the buyer withholds 1% of every installment and deposits it with the Income Tax department instead of paying it to the developer; NirmaanOne bills the buyer the full total, shows the expected TDS and what is payable in money, and books the withheld tax only when the buyer's deposit (Form 16B / 26QB) is recorded as a TDS credit.

  • RERA accounts and the daily sweepConcept

Every buyer payment enters the project's collection account; the bank sweeps it daily, the escrow share (70% under RERA 2016, or the project's own share) to the RERA separate account and the rest to the operative account. NirmaanOne mirrors the sweep as a Contra voucher per receipt the moment it clears, records certified withdrawals from the separate account, warns on receipts banked elsewhere and reports where the money stands; it never moves the money itself.

  • Booking cancellation, forfeiture and refundConcept

Cancelling a booking reverses its demands with credit notes, posts the forfeiture and any charges against the buyer's ledger by the rule in force, creates the refund as a pending payout for the credit that is left, and frees the unit and parking; with nothing billed or received it only frees them.

  • Escrow, TDS or cancellation rule refused: a rule already starts on that date, or it is the last oneTroubleshooting

The RERA escrow share, TDS on sales and booking cancellation rules are effective-dated: one rule per start date and scope, and the last rule is never deleted because every sweep, demand and cancellation needs a rule in force; change the figure or add a rule from a later date instead.

  • "No access" or "You do not have permission": your role lacks a permissionTroubleshooting

Every screen, button and picker is gated by a permission on a module; your role decides which you hold, so a missing one shows as a No access card, a refused action, a greyed-out button with a hover reason, or a picker that explains which permission it needs.
