Configure charge groups and components

Review the standard charge groups and their default GST, add a group of your own, and add or retire the charge components (sale charges, tenant benefits, tenant charges, commissions) that pricing plans, estimates and offers are built from.

Configure charge groups and components

Charge components are the money lines everything else is priced with: the unit price, floor rise, PLC and parking on the buyer's side; legal, development, maintenance and society charges; the corpus, rent and shifting benefits paid to society members; the charges billed to them; and the channel partner commission. Charge groups are the sections of the buyer's cost sheet, each with a default GST rate. Every organization starts with four standard groups and twenty-one components, so this task is usually a review, an extra charge or two, and a rate change when the law changes.

Before you start

  • You need the Create permission on Charge Components to add groups and components, and the Edit permission to change them. In the default roles only the Administrator and the Finance Lead have them; most other roles can view. Without the Create permission the New group and New component buttons aren't shown; without Edit, the pencil is an eye and saving is refused with "You do not have permission to do that."
  • Know the kind of each charge. Only Sale Charge components go on pricing plans and estimates; Tenant Benefit and Tenant Charge components go on an allottee's offer; Commission on commissions; Tax is the GST component itself and is never added as a line.
  • A component's code is worked out from its name and fixed once created; plans, estimates and ledger mappings refer to it. Name the component the way you want to see it on cost sheets.

Steps

  1. In the sidebar open the Masters group and choose Charge Components. You see the Charge Components page: the Charge groups card on top ("Estimates show their charges by group, each with a sub-total, its GST and a total. The group's default GST applies unless a component or a plan line sets its own."), then the filters Kind, Charge group and Show inactive, and the component grid.

  2. Review the standard groups: Unit Base Price (5%), Project Fixed Charges (PFC) (18%), Project Maintenance Charges (18%) and Society Formation Charges (18%), each with the Standard badge. To rename one or change its rate, click its pencil (hover "Edit <name>"); the panel Edit <name> notes "A standard group: rename it or change its default GST rate; it cannot be deleted." Change the Name, Description, Default GST ("Applies to the group's components unless a component or plan line sets its own rate. Blank = not taxable.") or Sort order ("Order of the groups on estimates") and click Save changes; you see “"<name>" updated.”

  3. Add a group only when a charge doesn't belong in any of the four. Click New group; the panel New charge group opens. Enter the Name (required, up to 100 characters; the Code underneath is derived from it as you type), a Description ("Optional; shown to the pricing team."), the Default GST (18% to start) and the Sort order, and click Add group. You see “"<name>" added.”

  4. Click New component; the panel New charge component opens. Fill it in and click Add component:

    • Name (required, up to 100 characters), for example "Infrastructure charges". The Code under it is set from the name ("Set automatically from the name (a number is added if it is already in use); used in reports and integrations.").
    • Kind: Sale Charge ("Priced on estimates and collected from buyers (base rate, PLC, parking…)."), Tax ("Applied on top of the sale charges (GST); excluded from the subtotal."), Tenant Benefit ("Paid to society members under a redevelopment offer (corpus, rent…)."), Tenant Charge ("Billed to society members under a redevelopment offer (differential area, legal fees…); GST goes on as a Tax line."), Commission ("Payable to channel partners.") or Other ("Anything else.").
    • Charge group ("The section of the estimate this charge sits in."): for Sale Charge, Tenant Charge and Other only (otherwise greyed out, "Only sale, tenant and other charges are grouped."); blank means "Other charges (ungrouped)".
    • GST rate (%): leave it blank to take the group's default ("Blank = the group's default (<rate>); a plan line can still set its own."); set it only when this charge is taxed differently. An ungrouped component left blank is not taxed ("Blank = not taxable unless the plan line sets a rate."). For Tax it is disabled ("A Tax component is itself the tax; leave blank.").
    • Description, SAC code ("GST service code, optional") and Sort order ("Order on plans and estimates"; a new component is offered the highest order plus 10).
    • Active: ticked. "Inactive components stay on existing plans but are not offered for new ones."

You see “"<name>" added.” and the component in the grid under its group.

  5. To change a component, click its pencil (hover "Edit <name>"), change the fields and click Save changes (greyed out until something changed); you see “"<name>" updated.” To retire a charge you no longer use, untick Active and save: it stays on the plans and estimates that use it but isn't offered on new ones. Delete (the bin, "Delete <name>") only a component nothing uses; the confirmation says "Components used on a pricing plan, estimate or termsheet cannot be deleted; deactivate them instead."

  6. Map the new component to a ledger in every promoter's books, and to a ledger template for future books, before anything is billed, accrued or paid on it: Map a charge component to a ledger.

What happens next

  • New Sale Charge components can be added to pricing plans at once (Create a pricing plan and its charge lines); estimates and cost sheets show them under their group, and GST is worked out per line: the plan line's rate, else the component's, else the group's default, else no tax.
  • New Tenant Benefit components appear in benefit plans on the Tenant Benefits tab and on offers; the offer's New benefit type… button adds one from there too, for the whole organization.
  • A posting of the component is refused until it is mapped in the books that post it.
  • Keep the GST component and the Unit Price component active. Bookings need an active Tax component to schedule the GST rows ("No active Tax charge component (GST) exists to schedule the GST rows"), and cost sheets put the unit price first.
  • Changing a component's kind on one already used on plans isn't stopped or warned about; a plan carrying a line that is no longer a sale charge can't be priced until that line is removed.

If something goes wrong

  • "This code is already in use." on a new group: another group's code matches the one derived from this name. Choose a different name. See Charge group code already taken (trouble.masters.charge-group-code-taken).
  • "The group still holds ledgers or sub-groups; move them first." on deleting a group (the wording is borrowed from the chart of accounts): components still belong to it. Move them to another group, then delete. A standard group has no bin; deleting it is refused with "Seeded groups cannot be deleted; deactivate them". See Charge group cannot be deleted (trouble.masters.charge-group-cannot-be-deleted).
  • "That conflicts with existing data." on deleting a component: a pricing plan, estimate or offer line uses it. Untick Active instead. See Charge group cannot be deleted or recoded (trouble.pricing.charge-group-cannot-be-deleted).
  • "That item could not be found." in the panel: the chosen group was deleted meanwhile. Close the panel and pick again.
  • "You do not have permission to do that." on save, no New component button, or "You do not have permission to view charge components. Ask your administrator.": your role lacks the permission on Charge Components. See No permission (trouble.admin.no-access).

A component mapping tells one set of books where a charge component posts: a main ledger, an optional second tax ledger, an optional cost centre and, for sale and tenant charges, the revenue treatment; demands, commissions, benefit accruals, payouts and cancellations all read it, and an unmapped component stops the posting.

  • "Already exists" or "listed twice": the name, code, number or line must be uniqueTroubleshooting

Names, codes and numbers are unique within their scope (the organization, a project, a tower, a set of books) so that records can be told apart, and a line can appear once on a plan, offer or account; rename, reuse the existing record, or remove the duplicate line.

  • Charge group cannot be deleted or recoded: seeded, or still holding componentsTroubleshooting

The four standard charge groups your organization starts with keep their code and are deactivated rather than deleted; any other group is deleted only once its components have moved to another group; a component still in use is deactivated, not deleted.

  • "No access" or "You do not have permission": your role lacks a permissionTroubleshooting

Every screen, button and picker is gated by a permission on a module; your role decides which you hold, so a missing one shows as a No access card, a refused action, a greyed-out button with a hover reason, or a picker that explains which permission it needs.
