Allottees: society members, landowners and PAP tenants
The people who receive new units through an offer on a redevelopment: society members (under the society, with an existing flat and consent), landowners and PAP tenants (under the project); each is a contact with co-owners, one live offer per project, documents, bank accounts and parking.
Allottees: society members, landowners and PAP tenants
An allottee is a person who receives new units through an offer on a redevelopment or joint development, rather than by buying them. There are three kinds: a society member who holds a flat in the society being redeveloped, a landowner who receives units as consideration for the land, and a PAP tenant, a Project Affected Person rehabilitated in the new building. Each allottee is a contact with their existing holding, their co-owners, and one live offer per project.
How it works in NirmaanOne
The three categories
| Society Member | Landowner | PAP Tenant | |
|---|---|---|---|
| Recorded under | The society (members card) | The project (landowners & PAP tenants card) | The project |
| Number | Membership no., unique in the society | Reference no., unique among the project's allottees | Reference no. |
| Existing holding | Existing unit no., Existing floor, Unit type, Existing carpet area (Mofa), Bedrooms (existing flat) | None ("occupies nothing in the existing building") | Existing premises ("e.g. Hut 12"), floor, unit type, carpet area, all optional |
| Consent | Consent given with a Consent date | No consent | No consent |
| Units on the offer | Saleable units | Saleable units, several on one offer | PAP units only |
A society member belongs to a society, and joins a project when the project links that society. A landowner or PAP tenant belongs to one project directly ("Neither consents to the redevelopment, and neither need hold anything in the society today."). An allottee is always one or the other, never both.
The category is chosen by the button you add them with (Add member, Add landowner, Add PAP tenant) or by the sheet's category column, and the form has no field to change it later. The project's allottees sheet can switch a landowner to a PAP tenant or back, but only while no units are allotted to them ("category: release the units allotted to this <category> before making them a <category>"), because the two draw from different stock. A society member always stays a society member.
The person is a contact
The primary member is a contact of the Tenant contact type, either a New person typed on the form or an Existing contact picked from Contacts. The Tenant type must exist under Settings, Lookups, Contact types, or adding fails with "The 'Tenant' contact type is not configured. Ask an administrator to add it under Lookups." Changing the person's name or phone later needs the Edit permission on Contacts as well as on Tenants.
Co-owners
Everyone else on the agreement is a co-owner: another contact with a Relationship ("Spouse", "Son") and a Share in percent. The shares of all co-owners together may not pass 100% ("Co-owner shares add up to <n>%, more than 100%"), and the primary member cannot be listed as their own co-owner ("The primary owner cannot also be a co-owner"). Co-owners are not part of the Excel sheet; they are added on the form or on the allottee's page.
When the allottee later books a unit through a purchase, their co-owners become the booking's co-applicants with the same shares unless someone names others.
Consent
Consent is a society member's yes to the redevelopment. It is a checkbox on the member form, "The member has consented to the redevelopment.", with a Consent date once ticked; the members grid shows Consented with the date or Pending, and the Consent filter narrows the list. It is recorded for information: no action waits for it. Landowners and PAP tenants never carry consent, even when a sheet says so.
One live offer per project
An allottee has at most one live offer (any status but Cancelled) on a project; the picker on a new offer leaves out allottees who already have one, and a second is refused ("This member already has a termsheet on the project."). A cancelled offer stays as history and a new one can follow. Society members get offers on redevelopment projects only ("Tenant termsheets exist only on redevelopment projects."); that rule does not apply to landowners and PAP tenants, though the Society & Tenants tab that holds them appears on redevelopment projects.
What hangs off an allottee
- Offers on each project, with the area offered, the allotted units and the money both ways.
- Documents: the letters generated from their offers and anything uploaded on them (a signed copy, KYC papers), all listed on the allottee's page.
- Bank accounts, used by payout runs to pay benefits (the primary active account first).
- Parking slots allocated to them on the Parking tab.
- History of changes to the record and its co-owners.
An allottee with an offer of any status, or with parking allocated, cannot be deleted: "Tenant cannot be deleted: linked termsheets" (with ", parking allocations" added when both apply, or "linked parking allocations" alone).
Business reason
Mumbai redevelopment law treats these three groups differently: members vote and consent under the society's resolution, landowners are paid in flats under the development agreement, and PAPs are rehabilitated under the scheme's PAP quota in flats that must never be sold. Recording the category lets NirmaanOne draw each one's offer from the right stock and keep the consent count honest.
Example
Sagar Darshan CHS in Vile Parle is linked to Skyline Heights. The society roll has 52 members, and the rehab officer records 48 of them ("48 recorded of 52 on the society roll").
- Mrs Sunita Kulkarni, membership no. 17, existing flat 302 on floor "3", Apartment, 2 bedrooms, 512.50 sqft carpet (Mofa). Consent given on 12 August 2026. Co-owner: Mr Anil Kulkarni, Spouse, 50%. Adding their son at 30% brings the total to 80%, which is fine; adding him at 60% is refused with "Co-owner shares add up to 110%, more than 100%".
- Mr Ramesh Shah, a landowner recorded on the project with reference no. L-1 and no existing premises. His offer allots him two Saleable units, B-1101 and B-1102.
- Mr Dattaram Pawar, a PAP tenant with reference no. P-07, existing premises "Hut 12". His offer can only allot PAP units, and unit A-201 (designated PAP) goes to him.
On the members grid, Mrs Kulkarni's Consent column shows Consented with the date beneath, her Co-owners column shows 2, and once her offer is drafted the Offer column shows its status with "A-1203". When her purchase of A-1203 is booked, Mr Kulkarni and their son are the co-applicants at 50% and 30% unless the booking wizard names others.

- Member offer (term sheet): benefits and charges, never nettedConcept
The one live offer an allottee has on a project: the area they hold and are entitled to, the new units allotted, and the money on both sides, benefits the developer pays and charges the member pays, each with its own schedule and never set off against the other.
- Entitlement: existing carpet, entitled area, uplift, extra area and the splitConcept
The area figures on an allottee's offer: the carpet they hold today, the area they are entitled to (typed, or filled from the project's uplift guidance or the allotted units), the extra area the allotted units give beyond it, and how the entitlement is split across the units to fix what each one charges for.
- Allottee purchasesConcept
How an allottee buys the units their offer allots: one purchase per allotted unit, priced only on the area beyond their entitlement, through the same estimate, payment plan, approval and booking chain as any buyer, with the unit staying Allotted throughout.
- Unit designation: Saleable, PAP, CommonConcept
What a unit is for, separate from its status: Saleable stock, a PAP unit kept for Project Affected Persons, or a Common unit housing an amenity; the designation decides who can be allotted or sold the unit and whether it shares the project's cost.
- Contacts, companies and company typesConcept
A contact is a person; a company is a legal entity with people attached. The company type decides which registrations the form asks for (promoter, channel partner, vendor, contractor), and a channel partner's default commission feeds the commissions on the bookings it brings.
- Excel sheets: check first, then applyConcept
Units, parking slots, construction stages, unit pricing, benefit plans, society members and allottees can be exported to and imported from Excel; every sheet is checked row by row first, and nothing is written while any row fails.
