Record landowners and PAP tenants

Record the project's own allottees, the landowners who receive units for their land and the project-affected (PAP) tenants rehabilitated in PAP units, with their co-owners, and open an allottee's page to complete their record.

Record landowners and PAP tenants

Besides the society's members, a redevelopment project has its own allottees: landowners, who receive new units as consideration for their land, and project-affected persons (PAP tenants), who are rehabilitated in units designated PAP that never enter the sales stock. Neither consents to the redevelopment and neither need hold anything in the society. Record them on the project, so each can be given an offer that allots their units.

Before you start

  • The project is a Redevelopment project, so the Society & Tenants tab shows. A society need not be linked to record landowners and PAP tenants.
  • For each person, have their name and phone (both required), and for a PAP tenant what they hold today: the premises (for example a hut number), the floor and the carpet area (Mofa), from which the offer's uplift is worked out.
  • The Tenant contact type exists under Lookups (it is seeded); every allottee is also a contact.
  • Permissions, in the role editor's words: the Create permission on Tenants to add and Edit to change (in the default roles the Administrator, Project Manager and Rehab Officer); the View permission on Contacts to pick an existing person and the Edit permission on Contacts to change a person's name or phone later.

Steps

  1. Open the project from Projects, choose the Society & Tenants tab (see Society & Tenants) and find the Landowners & PAP tenants card. It reads "<n> landowners · <n> PAP tenants. Landowners receive new units as consideration for the land; PAP tenants are rehabilitated in units designated PAP, which never enter the sales stock. Neither consents to the redevelopment, and neither need hold anything in the society today." With none recorded the grid reads "No landowners or PAP tenants yet". The same card sits on the wizard's Existing members step.
  2. Click Add landowner or Add PAP tenant. The form Add landowner or Add PAP tenant slides in. It opens with a note: for a landowner "A landowner receives new units as consideration for the land and occupies nothing in the existing building; the offer (term sheet) can allot several units.", for a PAP tenant "A Project Affected Person is rehabilitated here; the offer can only allot units designated PAP, which are kept out of the sales stock. They need not hold anything in this society, and give no consent to the redevelopment."
  3. Under the person block (headed Landowner or PAP tenant), keep New person and fill First name and Phone (required: "First name is required", "Enter a phone number (at least 5 digits)"), plus Prefix, Last name, Email, Alternate phone and PAN as you have them. If the person is already in Contacts, choose Existing contact and search "by name, phone or email" instead; the switch appears only with the View permission on Contacts.
  4. Under Reference (for a landowner) or Reference & existing premises (for a PAP tenant), fill the Reference no. ("Optional; unique among the project's allottees"). For a PAP tenant also fill Existing premises (placeholder "e.g. Hut 12"; "Optional: blank when they hold nothing here"), Existing floor (placeholder "e.g. 3, Ground"), Unit type (the unit types that suit the project's property type) and Existing carpet area (Mofa) in sqft ("Optional; the offer's uplift is worked out from it"). A landowner records no premises.
  5. Under Co-owners, click Add co-owner for each person who shares the holding. Each row takes a new or existing person, the Relationship (placeholder "e.g. Spouse") and the Share in %. The line "Co-owner shares total <n>%" turns red with " — more than 100%" if the shares exceed 100. Skip this if the allottee holds alone.
  6. Click Add landowner or Add PAP tenant at the foot of the form. You see "<first name> added as a landowner." or "<first name> added as a PAP tenant." and the row appears in the grid with a blue Landowner or grey PAP tenant badge in the Type column, the Reference no., the Existing premises and the Co-owners count. The Offer column reads Create offer (or "No offer").
  7. Click the allottee's name in the Allottee column. Their own page opens (see Allottee): a summary card with the category badge, "Reference <no>", the project, Phone, Email, PAN, Address and, for a PAP tenant, Existing premises, Existing floor, Existing carpet (Mofa) and Unit type; then the Co-owners card, the Offers card ("No offer yet" / "An offer sets out the area offered, the units allotted and what each side pays."), Documents and Bank accounts.
  8. To add a co-owner later, click Add co-owner on the Co-owners card. The panel "Add a co-owner" takes a New person or Existing contact, the Relationship (placeholder "e.g. Spouse, Son") and the Share in % ("Everyone together may not pass 100%"). Click Add co-owner. You see "Co-owner added." and the person is listed with their relationship, share and phone.
  9. To correct the record, click Edit in the page header (or the pencil on the grid row), change the fields and click Save changes. You see "Landowner updated." or "PAP tenant updated." Without the Edit permission on Contacts the person's fields are greyed out with "Changing the person's name or phone needs the Contacts update permission."

What happens next

  • Each allottee can be given one offer per project: Create offer in the row's Offer column, New offer on the Offers (term sheets) card, or New offer on their page. A landowner's offer may allot several Saleable units; a PAP tenant's offer allots PAP units only, so mark the rehab units' designation on the Structure tab first (see Earmark rehab units). Then follow Draft an offer.
  • The offer's entitled area is suggested from the Existing carpet area (Mofa) and the Carpet area offered (Mofa) percentage in force: the project's own on its Settings tab, else the organization's default on the Projects card under Settings > Organization; a landowner usually has no existing area, so the entitlement is typed or taken from the allotted units.
  • A payout account for the allottee is added on the Bank accounts card of their page (owner Society member), and the documents filed on their offers appear under Documents.
  • Many allottees at once: Import on the card opens Import landowners & PAP tenants, an Excel sheet where "Every row says whether it is a Landowner or a PAP Tenant." It works like the members import in Import members from Excel; co-owners are not part of the sheet. Export downloads the current list as "allottees.xlsx".
  • An allottee with an offer or a parking allocation can't be deleted; Delete in the form asks "Delete member?" and is refused with "Tenant cannot be deleted: linked termsheets" (or "linked parking allocations", or both).

If something goes wrong

  • "This membership number already exists in the society." under Reference no.: the wording says "membership", but it means another landowner or PAP tenant of this project already has that reference number. Use a different one. See Membership or reference number already used.
  • "Co-owner shares add up to <n>%, more than 100%" on the form: lower the shares. See Co-owner shares over 100%.
  • "The primary owner cannot also be a co-owner.": you picked the allottee's own contact as a co-owner; pick another person.
  • "The 'Tenant' contact type is not configured. Ask an administrator to add it under Lookups.": the Tenant contact type is missing from your lookups. See Required lookup missing.
  • The person's fields are greyed out with "Changing the person's name or phone needs the Contacts update permission.": ask for the Edit permission on Contacts, or correct the person under Masters > Contacts. See Contacts permission needed.
  • "Tenant cannot be deleted: linked termsheets", "Tenant cannot be deleted: linked parking allocations" or both together when deleting: cancel the allottee's offer if it was issued, delete it, and release their parking slots first. See Member or allottee can't be deleted.
  • The Landowners & PAP tenants card is missing: the project is a New development, or you hold no permission on Societies (the tab) or Tenants (the card). See Society & Tenants tab not shown.

Build a society's member roll one person at a time: quick-add names and phones, fill in the full form with the existing flat, record each member's consent to the redevelopment, and add the co-owners who share the flat.

  • Import society members from ExcelHow-to

Fill the members template (or an export of the roll) in Excel and bring it back: the sheet is checked row by row first, and nothing is written until every row passes.

  • Draft an offer to an allotteeHow-to

Prepare the offer (term sheet) for a society member, landowner or PAP tenant: the area they are entitled to, the new units allotted to them and the benefits the developer pays, saved as a draft.

  • Earmark rehab units for tenantsHow-to

Keep units back for the rehab side of a redevelopment: set a unit's status to Reserved For Tenant so it waits for a member or landowner, designate PAP units that only PAP tenants can take, and mark Common units that house an amenity and are never sold.

  • Allottees: society members, landowners and PAP tenantsConcept

The people who receive new units through an offer on a redevelopment: society members (under the society, with an existing flat and consent), landowners and PAP tenants (under the project); each is a contact with co-owners, one live offer per project, documents, bank accounts and parking.

  • Unit designation: Saleable, PAP, CommonConcept

What a unit is for, separate from its status: Saleable stock, a PAP unit kept for Project Affected Persons, or a Common unit housing an amenity; the designation decides who can be allotted or sold the unit and whether it shares the project's cost.

  • Entitlement: existing carpet, entitled area, uplift, extra area and the splitConcept

The area figures on an allottee's offer: the carpet they hold today, the area they are entitled to (typed, or filled from the project's uplift guidance or the allotted units), the extra area the allotted units give beyond it, and how the entitlement is split across the units to fix what each one charges for.

  • Membership or reference number already exists in the society or projectTroubleshooting

A membership number is unique among a society's members, and a reference number among a project's landowners and PAP tenants; saving a member, or importing a sheet, with a number that another person already holds, or that appears twice in the sheet, is refused.

  • Co-owner or co-applicant shares refused: over 100%, or the primary listed againTroubleshooting

Co-owners of an allottee and co-applicants on a booking share ownership with the primary person: their shares together may not pass 100%, the primary cannot also be listed as a co-owner or co-applicant, and the same person cannot be added twice.

  • "The 'Tenant' contact type is not configured": a lookup or component the app relies on is missingTroubleshooting

A form refused to save because a standard lookup value (a contact type such as Tenant, Customer or Lead) or the GST charge component the app looks up by itself is no longer in your organization; an administrator adds it back under Lookups or Charge Components and the form saves.

  • "No access" or "You do not have permission": your role lacks a permissionTroubleshooting

Every screen, button and picker is gated by a permission on a module; your role decides which you hold, so a missing one shows as a No access card, a refused action, a greyed-out button with a hover reason, or a picker that explains which permission it needs.

  • Member or allottee cannot be deleted or recategorised: offers or parking slots are linkedTroubleshooting

A society member, landowner or PAP tenant who has an offer (in any status, cancelled included) or a parking slot allocated to them cannot be deleted, and a landowner or PAP tenant with an offer cannot be switched to the other category through the import; delete the offer and release the parking slots first.

  • Society & Tenants tab or the Society, Existing members and Offers steps are missing: not a redevelopment project, or no permissionTroubleshooting

The Society & Tenants tab, the wizard's Society, Existing members and Offers steps, or the Landowners & PAP tenants card only appear on a Redevelopment project and for roles with a permission on Societies, Tenants or Termsheets; change the project type or ask for the permission.

  • Take on a redevelopmentGuide

Create a project and walk its setup wizard: land and RERA details, the settings it inherits from the organization, the society being redeveloped, its member roll, and the landowners and PAP tenants.
