Earmark rehab units for tenants

Keep units back for the rehab side of a redevelopment: set a unit's status to Reserved For Tenant so it waits for a member or landowner, designate PAP units that only PAP tenants can take, and mark Common units that house an amenity and are never sold.

Earmark rehab units for tenants

On a redevelopment, part of the new building goes to the people already there. Earmark that stock on the Structure tab so the sales team never sells it: set a unit Reserved For Tenant so it waits for a society member or landowner, designate the units that project-affected persons will be rehabilitated in as PAP, and mark the spaces that are amenities, not homes, as Common. The offer to each allottee later allots the unit and turns it Allotted.

Two different things are at work:

What it says Who can take the unit
Status: Reserved For Tenant This unit is kept for the rehab side for now. A society member or landowner (a Saleable unit), or a PAP tenant (a PAP unit). Listed first in the offer's unit picker, as "reserved for tenants". Not offered to buyers.
Designation: PAP (reserved for PAP tenants) This is rehab housing for project-affected persons. Only a PAP tenant, ever. Never sold.
Designation: Common (amenity space) This is an amenity (gym, society office, refuge area), not a home. No one. Never allotted or sold.

Before you start

  • The towers and units exist. See Structure, whose Generate view builds floors and units in bulk.
  • You need the Edit permission on Towers, Floors & Units to change a unit, and the Create permission to generate units. In the default roles the Administrator, the Project Manager and the Site Engineer hold both.
  • Picking the amenity a Common unit houses needs the View permission on Lookups; without it the Amenity field is greyed out with "Needs the Lookups permission". The amenity kinds come from Settings > Lookups > Amenities.
  • The unit is Available or Blocked. A unit that is already Allotted, Reserved For Buyer, Booked or Sold can't have its status or designation changed here. A unit that is Reserved For Tenant can change its status, but its designation is locked until it is Available again.

Steps

  1. Open the project's Structure tab, click the tower in the Towers rail and open the unit: click its cell in the Units view, its chip in Floors, or the pencil on its row in List (hover "Edit unit <number>"). List opens on the selected tower (clear its tower filter to see the whole project) and filters by Status and Designation, which helps when you are working through a floor. The panel Unit <number> slides in.
  2. To keep a saleable unit for a member or landowner, set Status to Reserved For Tenant and click Save changes. You see "Unit <number> updated." In Units the cell takes the Reserved colour ("Reserved for tenants (not yet allotted)" in the legend) and the Reserved tile counts it; on the project overview it is counted under Reserved, not as sellable. The unit keeps its Saleable designation, so it can go to a member or a landowner.
  3. To make a unit PAP stock, set Designation to PAP (reserved for PAP tenants) and click Save changes. The hint under the field reads "Only a PAP tenant can be allotted this unit; it is never sold". You see "Unit <number> updated." The unit shows a PAP tag on its chip in Floors and a designation badge in List, and the overview's By designation matrix counts it under PAP reserved. Once the designation is saved you can also set its Status to Reserved For Tenant (step 2) to show it as earmarked; either way a PAP unit never reaches the sales stock. Do the designation first: a Reserved For Tenant unit's designation is locked.
  4. To mark an amenity space, set Designation to Common (amenity space) (hint "Never allotted or sold; pick the amenity it houses"), pick the Amenity it houses (hint "Gym, society office, refuge area … (Settings › Lookups › Amenities)") and click Save changes. You see "Unit <number> updated." The unit's chip shows "C" with a dashed border in Floors, and it is counted under Common use on the overview. Leave the Amenity blank if the space has no named amenity.
  5. To create a whole rehab floor at once, use the Generate view instead of editing unit by unit (the Create permission on Towers, Floors & Units). In step 3, Units, set the range's Designation to PAP or Common (placeholder "Saleable (default)"), and for Common pick the Amenity; with Different units per floor, each position has its own Designation or Amenity. Review and click Generate <n> units. You see "<n> units on <n> new floors created in <tower>." Every unit in the range carries the designation. Generated units start Available: the Reserved For Tenant status is set unit by unit (step 2), and a new PAP unit needs no status to stay out of sales. The units Excel sheet (Import on the Structure tab) also carries a designation column, with the same locks.
  6. To release an earmark, open the unit, set Status back to Available, or Designation back to Saleable, and click Save changes. Leaving Common clears the amenity with it. To change the designation of a Reserved For Tenant unit, set its Status to Available and save first; the designation is locked while it is reserved. A unit that has since been allotted on an offer can't be changed here: it is released by taking it off the offer.

What happens next

  • On the project's Society & Tenants tab, the offer's unit picker (Allotted new units) lists free and tenant-reserved units of the right designation, "the reserved ones first", with "reserved for tenants" on each earmarked unit. Members and landowners see Saleable units; a PAP tenant sees PAP units only ("Add a PAP unit…"). See Society & Tenants.
  • Allotting on a saved offer turns the unit Allotted and locks its designation. Releasing it (removing it from the offer, cancelling or deleting the offer) puts back the status it had before, so an earmarked unit returns to Reserved For Tenant, not to the sales stock.
  • A Reserved For Tenant or PAP unit is left out of the estimate builder's stock; an estimate holds and books Saleable, Available units only. A Common unit is never priced, allotted or sold.
  • The project overview's Inventory card counts "N sellable now" from Saleable units that are Available, so every earmark reduces that figure at once.
  • The unit's History (at the foot of the panel) records each change.

If something goes wrong

  • Designation is greyed out with "Locked while the unit is <status>; release it first", or the save is refused with "Unit <n> is <status>; release it before changing its designation from <designation>": the unit is reserved for tenants, allotted, on hold or booked. Set a reserved unit back to Available first; otherwise release it from the offer, cancel the estimate or booking, then change it. See Unit is held, allotted or booked (trouble.projects.unit-status-locked).
  • Status is greyed out with "This unit is <status>; its status is controlled by the booking and cannot be changed here.": the same cause, for the status. See Unit status locked (trouble.projects.unit-status-locked).
  • "Only a Common unit can house an amenity (<amenity>); this one is <designation>": an amenity is set on a unit that isn't Common. Set the designation to Common (amenity space) or clear the Amenity. See Unit is held, allotted or booked (trouble.projects.unit-status-locked).
  • "Needs the Lookups permission" under Amenity: your role lacks the View permission on Lookups; the designation still saves without a named amenity.
  • On the offer, the picker says "No free or tenant-reserved unit matches" (or "…PAP unit matches"), or the save is refused with "A PAP Tenant can only be allotted a PAP unit; unit <u> is <designation>", "Unit <u> is reserved for PAP tenants; a <category> cannot take it" or "Unit <u> is a Common unit (<amenity>); it cannot be allotted": the unit's designation doesn't match the allottee. Check the designation here. See Unit cannot be allotted (trouble.projects.unit-cannot-be-allotted).
  • "You do not have permission to do that." on Save changes: your role lacks the Edit permission on Towers, Floors & Units. See No permission (trouble.admin.no-access).

  • Unit is held, allotted or booked: its status, designation, floor or tower cannot be changed or deletedTroubleshooting

Only Available, Blocked and Reserved For Tenant are set by hand. A unit that an estimate, an offer or a booking depends on keeps its status and designation until that record lets it go, and only Available units (and towers and floors holding nothing else) can be deleted.

  • Unit cannot be allotted on the offer: taken, wrong designation, or too many unitsTroubleshooting

An offer can allot only units that are Available or Reserved For Tenant, not on another offer, of the right designation for the allottee (PAP units to PAP tenants only, Common units to no one), and at most 50 of them.

  • "No access" or "You do not have permission": your role lacks a permissionTroubleshooting

Every screen, button and picker is gated by a permission on a module; your role decides which you hold, so a missing one shows as a No access card, a refused action, a greyed-out button with a hover reason, or a picker that explains which permission it needs.
