Draft an offer to an allottee

Prepare the offer (term sheet) for a society member, landowner or PAP tenant: the area they are entitled to, the new units allotted to them and the benefits the developer pays, saved as a draft.

Draft an offer to an allottee

An offer (term sheet) is the developer's proposal to one allottee on one project: the carpet area they are entitled to against what they hold today, the new units allotted to them, and the benefits the developer pays them, such as corpus, transit rent and shifting charges. Draft it once the allottee is on record and the rehab units exist in the structure. A draft can be changed as often as needed; nothing goes to the allottee until you issue it.

Before you start

  • The project is a Redevelopment project (the Society & Tenants tab shows only on those, and only when you hold any permission on Societies) and the allottee is recorded: a society member needs the society linked to the project; a landowner or PAP tenant is recorded on the project itself. See Enter society members or Record landowners and PAP tenants. Each allottee can hold one live offer per project; a cancelled offer doesn't count.
  • The new units exist on the project's Structure tab, with their area on the chargeable area for members and tenants (fixed on the offer when it is created). Units meant for tenants can be earmarked Reserved For Tenant so they are listed first: see Earmark rehab units. PAP tenants can only be allotted units designated PAP.
  • The benefits you will pay exist as Tenant Benefit components under Masters > Charge Components, or as a ready-made plan on the project's Tenant Benefits tab.
  • You need the Create permission on Termsheets to draft an offer. In the default roles that is the Administrator, the Rehab Officer and Legal & Documentation; the Project Manager can only view offers. To allot units you also need the View permission on Towers, Floors & Units; to add benefit lines, the View permissions on Charge Components and Bookings; to apply a benefit plan, the View permission on Pricing Plans.
  • Optional: set the Carpet area offered (Mofa) percentage, on the organization's Projects card under Settings > Organization for every project, or under Sales on the project's Settings tab for this one. It suggests the entitled area on every new offer; you can always type over it.

Steps

  1. Open the project from Projects and choose the Society & Tenants tab. You see the members card with its Offer column, the Landowners & PAP tenants card and, at the bottom, the Offers (term sheets) card ("Each allottee (member, landowner or PAP tenant) gets one offer per project: the new area, the allotted units and the benefits with their payment schedule."). See Society & Tenants.
  2. Click Create offer in the allottee's Offer column (shown while they have no live offer), or New offer on the Offers (term sheets) card. You can also start from the allottee's own page (Allottee): New offer on its Offers card; when a member's society backs several projects, choose the project in the list next to the button first. The panel New offer slides in.
  3. In Allottee, search ("Search members, landowners and PAP tenants…") and pick the person. Only "Society members, landowners and PAP tenants of this project without an offer yet" are listed. Skip this when you started from their row or page. Existing carpet (Mofa) fills in from the allottee's record (hint "Defaults from the allottee"; for a landowner "Usually blank for a landowner"). A PAP tenant shows "A PAP tenant can only be allotted units designated PAP; those units are kept out of the sales stock."; a landowner shows "A landowner may receive several units on one offer; add them one by one below."
  4. Check the areas. Entitled Carpet Area (Mofa) (the label follows the offer's chargeable area for members and tenants, for example Entitled RERA Carpet Area) is suggested for you: the existing carpet plus the project's uplift percentage; when the project sets no percentage (or the existing carpet is blank), the allotted units' total fills it once you allot units. The hint shows the working, for example "Project guidance +8% = 702 sqft · +52 sqft vs existing (+8%)". Type over it if the agreed figure differs; what you type always wins. Add Notes if you want.
  5. In Allotted new units, search the picker ("Add a unit…", or "Add a PAP unit…" for a PAP tenant) and pick each new unit. Units read "<tower> · <unit>" with "Floor <n> · <type> · <carpet area>", and earmarked ones say "reserved for tenants" and come first. Each picked unit is listed with a Release unit bin, and Extra Carpet Area (Mofa) shows the allotted units' total less the entitled area, rounded up to whole sq ft (red when the units give less than the entitlement). An offer takes up to 50 units.
  6. Under Benefits ("We pay the member"), add what the developer pays:
    • Click Add benefit for each benefit and fill Benefit, Cadence, Amount (one-time) or Per installment with Installments (1 to 600), First payment (the first due date) and Due day ("1–31, -1 = month end"). Each line shows "Line total ₹…"; the section ends with "Total benefits ₹…". A benefit not in the list yet can be added with New benefit type….
    • For a recurring benefit that rises during a long rehab (transit rent going up every year), set Increase (hint "Steps up the installment during a long rehab") to Percent or Fixed amount, type Increase % or Increase per installment, Every (months) (blank = 12) and Paid as: Spread into installments (the installments from each anniversary carry the stepped-up amount) or Lumpsum at each anniversary (the installments stay flat and one extra row per anniversary, marked "increase" in the schedule with the note "Year 2 increase", pays that period's rise up front). Compounding (ticked by default) applies each percent step to the current installment. The line then reads, for example, "Line total ₹… · 10% yearly, compounding, spread into installments". A one-time benefit has no Increase row.
    • Or click Apply benefit plan, choose one of the project's plans, check the preview of each line ("<benefit> · Monthly × 24 · ₹25/sq ft × 650 sqft") and click Apply plan. You see “"<plan>" filled the benefits; type the start dates, then draft the offer.” Type the First payment dates: a plan never carries them. Leave First payment blank only on purpose: undated installments are never paid until you date them.
  7. Click Draft offer. You see "Offer drafted for <name>." The panel stays open as "Offer · <name>" with a Draft badge; the allotted units become Allotted, each benefit gets its installment schedule (Show schedule (<n>) on the line), and the Entitlement split & purchases card appears under the benefits.

What happens next

  • The offer is Draft: the only status in which it can be changed. Save changes saves further edits ("Offer saved."). Saving changed lines rebuilds their schedules, so make hand edits to single installments (the pencil on a Pending row) once the lines are final.
  • The allotted units are Allotted and can't be sold or allotted to anyone else. Releasing a unit (its bin, then Save changes) puts back the status it had before.
  • Nothing is sent yet. When the terms are agreed, set the entitlement split if the allottee will buy extra area (Split the entitlement and start the allottee's purchases), then Issue the offer with its letter.
  • A draft you no longer need is deleted, not cancelled: Cancel or delete an offer.

If something goes wrong

  • "An increase needs a recurring cadence", "Enter the increase" or "Every how many months?" under a benefit line: the Increase is set on a one-time benefit, or its step or period is missing. The server says the same as "<benefit>: an increase needs a recurring cadence (monthly, quarterly ...)", "<benefit>: the increase must be more than zero", "<benefit>: say whether the increase is a percent or a fixed amount" or "<benefit>: the increase period is at least 1 month".
  • "This member already has a termsheet on the project." when you draft, or New offer greyed out with "This allottee already has an offer on that project" on the allottee's page: the person already has a live offer here. Open that offer from their Offer column or their page instead. See Allottee already has an offer (trouble.projects.allottee-already-has-an-offer).
  • "The member does not belong to the society of this project.": the allottee is a member of another society, or a landowner or PAP tenant of another project. See Record not found or stale (trouble.admin.record-not-found).
  • "No free or tenant-reserved unit matches" (or "…PAP unit matches") in the picker, or on saving "Unit <u> is allotted on another offer", "Unit <u> is <status>", "Unit <u> is a Common unit (<amenity>); it cannot be allotted", "A PAP Tenant can only be allotted a PAP unit; unit <u> is <designation>", "Unit <u> is reserved for PAP tenants; a <category> cannot take it" or "At most 50 units per offer": the unit's status or designation doesn't allow it. See Unit cannot be allotted (trouble.projects.unit-cannot-be-allotted).
  • "A unit has no <basis> recorded; add it on the unit, or save to see the server's figure." under the extra area: record the unit's area on the offer's chargeable area (the members' and tenants' basis) on the Structure tab. See Unit has no chargeable area (trouble.projects.unit-has-no-chargeable-area).
  • "Tenant termsheets exist only on redevelopment projects.": a society member can only be offered on a Redevelopment project. See New offer refused (trouble.projects.allottee-already-has-an-offer).
  • "Allotting units needs the Structure permission.", "Adding lines needs read access to Charge Components and Bookings (payment cadences). Existing lines are shown; new ones cannot be picked." or "Benefit plans need the Pricing permission": your role lacks a View permission the panel relies on. See No permission (trouble.admin.no-access).
  • "Pick the member this offer is for", "Choose a component", "Pick the cadence", "Enter the amount", "Enter the number of <cadence> installments", "A one-time payment has exactly 1 installment" or "This component is already on the offer": a field on the form is incomplete; fix the line and draft again.

  • Record landowners and PAP tenantsHow-to

Record the project's own allottees, the landowners who receive units for their land and the project-affected (PAP) tenants rehabilitated in PAP units, with their co-owners, and open an allottee's page to complete their record.

  • Earmark rehab units for tenantsHow-to

Keep units back for the rehab side of a redevelopment: set a unit's status to Reserved For Tenant so it waits for a member or landowner, designate PAP units that only PAP tenants can take, and mark Common units that house an amenity and are never sold.

  • Set up a benefit planHow-to

Create a ready-made plan of the benefits allottees get on a project (corpus, transit rent, shifting…), each as a fixed amount or a rate per sq ft of existing carpet, so the rehab team can apply it to offers in one go.

  • Apply a benefit plan to an offerHow-to

Fill an allottee's draft offer with the project's ready-made benefits (corpus, transit rent, shifting…) in one go, worked out for that allottee's existing carpet, then date the lines and save the offer.

  • Issue an offer with its letterHow-to

Publish the offer letter template once, then issue a draft offer so the letter is generated and filed with it and the offer moves to Issued.

  • Split the entitlement and start the allottee's purchasesHow-to

Decide how the entitled area falls on each allotted unit and how much of the extra area the allottee pays for, then open a purchase per unit and price it through the usual estimate, approval and booking.

  • Cancel or delete an offerHow-to

Withdraw an offer that has gone out (cancel: units released, record kept) or remove a draft or cancelled offer altogether (delete), from the offer panel or the allottee's page.

  • Entitlement: existing carpet, entitled area, uplift, extra area and the splitConcept

The area figures on an allottee's offer: the carpet they hold today, the area they are entitled to (typed, or filled from the project's uplift guidance or the allotted units), the extra area the allotted units give beyond it, and how the entitlement is split across the units to fix what each one charges for.

  • Unit designation: Saleable, PAP, CommonConcept

What a unit is for, separate from its status: Saleable stock, a PAP unit kept for Project Affected Persons, or a Common unit housing an amenity; the designation decides who can be allotted or sold the unit and whether it shares the project's cost.

  • Unit areas and the chargeable areas: Carpet area (Mofa), RERA Carpet Area, Super Built-up AreaConcept

Every unit carries up to three areas; two settings say which one money is worked out on: the chargeable area for buyers (what a Per Sqft price multiplies on a buyer's estimate) and the chargeable area for members and tenants (what a member's offer and an allottee's purchase are measured in).

  • Member offer (term sheet): benefits and charges, never nettedConcept

The one live offer an allottee has on a project: the area they hold and are entitled to, the new units allotted, and the money on both sides, benefits the developer pays and charges the member pays, each with its own schedule and never set off against the other.

  • Benefit plans and benefit accrualConcept

A benefit plan is a project's ready-made list of what the developer pays an allottee (corpus, transit rent, shifting), applied to a draft offer in one go; benefit accrual is how a Member Benefits payout run books each due installment as an expense and a bill on the member's ledger before paying it.

  • New offer refused: the allottee already has a live offer, or the project takes no member offersTroubleshooting

Each allottee gets one live offer per project, so a second one is refused until the first is cancelled; society members exist only on redevelopment projects with a linked society, while landowners and PAP tenants can be recorded and offered units on any project.

  • "That item could not be found" or "does not belong to this project": the record is gone, elsewhere or staleTroubleshooting

A record that was deleted, belongs to another organization, or is linked from a stale page answers "not found"; a tower, stage, parking slot, estimate, tenant, ledger or bill picked from the wrong project, opportunity or set of books is refused as not belonging there.

  • Unit cannot be allotted on the offer: taken, wrong designation, or too many unitsTroubleshooting

An offer can allot only units that are Available or Reserved For Tenant, not on another offer, of the right designation for the allottee (PAP units to PAP tenants only, Common units to no one), and at most 50 of them.

  • Unit has no chargeable area: the area the project prices on is missingTroubleshooting

Per Sqft prices and allottee entitlements are worked out on one area basis (Carpet Area (Mofa), RERA Carpet Area or Super Built-up Area); a unit without that area cannot be priced, previewed or split until the figure is recorded on the unit.

  • "No access" or "You do not have permission": your role lacks a permissionTroubleshooting

Every screen, button and picker is gated by a permission on a module; your role decides which you hold, so a missing one shows as a No access card, a refused action, a greyed-out button with a hover reason, or a picker that explains which permission it needs.
